Council Minutes of 4/18/2006 <br />administration, the building is in relative solid shape given its age. (I thought that was good <br />news because usually you hear that a building has reached its efficiency at 35-50 years, and it's <br />time to tear it down. So this give us some room to work with the existing building, in my <br />opinion, that will hopefully, if we chose to save that building and using it would save us quite a <br />bit of money. ) <br />Some minor problem areas that need further investigation (with the building) include soft areas <br />under the roof membrane and previous repairs that may need to be redone. <br />Longer-term issues include building envelope energy efficiency and sustainability. There is no <br />insulation in the building, so to help with energy costs, that's recommended. <br />NORTH OLMSTED RECREATION CENTER - MECHANICAL SUMMARY <br />Existing HVAC equipment original to the building is currently operating beyond the expected <br />service life, and equipment replaced in the 1994 renovation will be operating beyond expected <br />service life within the next five years. Overall the equipment is functioning adequately, <br />however could fail at any time due to age. <br />Existing electric water coolers or other plumbing fixtures not meeting current ADA <br />requirements should be replaced with ADA compliant type. <br />The existing facility is not protected by a sprinkler system. Consideration should be made for <br />adding one, to improve life safety and property protection conditions. <br />NORTH OLMSTED RECREATK~I CENTER - ELECTRICAL SYSTEMS <br />The facility is fed by First Energy by means of underground primary feeders terminating at <br />utility company transformers located in the existing utility vault. Over the last 3-5 years, <br />various power distribution upgrades have occurred. !t is recommended that the remaining <br />original power distribution equipment be replaced to complete this upgrade. <br />Note that if a building addition occurs over the existing underground primary utility company <br />feeders, they will need to be replaced <br />If deemed appropriate, an exterior diesel generator could be installed to provide back up <br />power for various building systems. The first priority would be code required back up power <br />for life safety systems such as egress lighting, fire alarm and communication systems. <br />The existing fire alarm system consists of hard-wired devices (including a few bells) that do not <br />conform, in general, to current codes or ADA requirements (performance or locations). <br />While some lighting systems have been upgraded in the past (such as the ice rink and pool <br />fixtures), the majority of Fighting fixtures are equipped with tamps and ballasts that are not <br />energy efficient by today's standards. Even some of the past upgrades would no longer be <br />considered energy efficient. <br />To meet current energy codes, automatic lighting controls for various areas should be installed. <br />NORTH OLMSTED RECREATION CENTER -SITE <br />Overall condition of the recreation. sites appear average for parks of their age. Some of the <br />parks show signs of deferred maintenance. Most of the parks need to have the restroom <br />facilities updated for newer building code, mechanical or accessibility reasons. Some of the <br />parks, such as North Olmsted park, should also look to provide additional restroom facilities. <br />Parking is also a condition that, except for Claque Park, needs to be addressed. <br />Regular aerating, core drilling, top-dressing,. additional subdrainage, and irrigation on all the <br />sport fields will provide better conditioned fields, help protect them from overplay and provide <br />faster use after storms. <br />Councilman Miller commented, returning to Mr. Tallon's report, if any member of the <br />administration has presented any documentation to Council indicating, prior to the <br />appropriation process this past winter, that the IT person's pay was inadequate or <br />inappropriate, please provide a copy to him. He has taken a brief poll of some Council <br />Members, and no one else is aware of any such issue being brought up prior to the <br />appropriations. <br />11 <br /> <br />
