Council Minutes of 4/18/2006 <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) He <br />has submitted a written copy of his report to the Clerk and asked that it be made a part of <br />the minutes. Also, he provided the written report via a-mail to Council Members. In <br />addition, he has submitted to the Clerk a digitized recording which can be made available <br />to the public. He believes this will be a more accurate method of providing the minutes. <br />The written report is as follows: <br />"INTRA-GOVERNMENT COMMITTEE MEETING <br />DATE: APRIL 12, 2006 <br />ATTENDANCE: RYAN, ORLOWSKI, AND THOSE SIGNING <br />Meeting commenced at 6:00 P.M. <br />2006-65 Discussion had that portions of the Whereas clauses should be changed to <br />reflect what was the purpose of the legislation. Orlowski indicated that phrasing should <br />be added that both included and indicated what was appropriate and essential for <br />employees in carrying out the functions. It should set out the portion of the activity that <br />only would be engaged in by employees of the City in carrying out the event. Concern <br />was expressed that the legislation was vague in setting out exactly what was to be Bane <br />by employees at an event that would be compensable. Should employees who attend the <br />event be compensated for their attendance? At what point does an employee know that <br />they are overstepping the duties and responsibilities? What are they allowed to do that <br />can they can be compensated? Should every employee who attends such event be <br />considered on the payroll? In that the mayor was unable to attend because of sickness, he <br />could not contribute to the discussion. <br />Motion made by Ryan second by Orlowski that the legislation be sent to legal for their <br />review of the suggestion by Orlowski to change the phrasing of the Whereas to expand <br />on what would be considered appropriate, essential, and therefore compensable when <br />employees are engaged in participation in the event. It seemed best to hold this <br />legislation in Committee so that the mayor has the opportunity to participate in the <br />discussion. <br />Vote on motion taken Ryan yes Orlowski yes. Referred to law department. <br />2006-81. Discussion had and motion made by Orlowski second Ryan that as to the <br />seventh Whereas Clause that a by be inserted in the appropriate location in the <br />sentence. Vote on motion Orlowski yes Ryan yes. Clerk directed to make such change <br />to legislation. <br />Motion made by Ryan second by Orlowski that legislation is recommended for passage <br />and as an emergency that the requirement for three readings be made for passage. <br />Vote on motion Ryan yes Orlowski yes. <br />At this time the rules of council were discussed and the following recommended. <br />C <br />12 <br /> <br />
