There is that limitation as well. <br />Following discussion, the committee unanimously recommended approval. <br />Councilman Tallon, Chairperson of the Finance Committee: 1) The Finance Committee <br />met on Monday, April 3. In attendance were committee members Tallon and Ryan; <br />Councilmen Orlowski and Gareau; Finance Director Copfer, Service Director Limpert, <br />Safety Director Terbrack, Mayor, representatives from the WWTP. Agenda items: <br />• Ordinance 2006-73, a contract for utvforms for the Service Department. After <br />lengthy discussion, a motion was made to recommend passage. There was no <br />second, and the motion failed for lack of a second. There are some concerns <br />about the term "arbitrary" in the bid. <br />• Ordinance 2006-74, the purchase of a 42A worm/spur gear, part of the <br />clarification systems. (at WWTP) After lengthy discussion, the committee <br />unanimously approved recommending passage to Council. <br />Council Member Jones, member of the Intra-Governmental Relations Committee <br />reported on behalf of chairperson Ryan: 1) The committee met on Thursday, March 30. <br />Present were committee members Orlowski and Jones; Council Members Miller, Barker, <br />Kennedy, Gareau; Mayor, Law Director, Safety Director, Finance Director. Agenda <br />items: <br />• Resolution 2006-65 authorizing the Mayor to hold city sponsored events on <br />Memorial Day, Independence Day, Veteran's Day, on Homecoming and on the <br />day designated by the Mayor for the annual tree lighting ceremony. A discussion <br />was held. The Mayor said he brought this legislation forward for formal approval <br />because these events are set up by city employees. A question was posed to the <br />Law Director asking if these events can go on as they have been without an <br />ordinance or resolution. The Law Director responded that, while he was not <br />prepared to say the events can't go on, the legislation does eliminate any gray area <br />that may arise. Other questions that were posed were regarding the pay for city <br />employees who might work on these events on the weekends and whether ar not a <br />past city-sponsored event out of the Recreation Center, a fishing derby, should be <br />added to this legislation. With a brief break in the committee meeting due to a <br />special Council meeting, the committee reconvened at 7:35 p.m. Due to questions <br />regarding 2006-65 and questions regarding if the language in the ordinance was <br />appropriate, which the Law Director is looking into, Mr. Orlowski made a motion <br />to hold the Legislation in committee. Mrs. Jones seconded the motion and it <br />passed unanimously. <br />• Resolution 2006-66 creating a new citizens' committee for the purpose of <br />gathering and presenting to City Council projects for consideration for the city's <br />Community Development Block Grant applications for fiscal years 2~7 through <br />2009. After discussion, the committee unanimously approved recommending <br />passage of the legislation. <br />• Brief discussion on the topic of residents' time to speak at Council meetings. <br />Discussion surrounded around the Rule of Council that allows for a resident to <br />10 <br />,~.,.~,~,.y,~: <br />
