Council Minutes of 4/4/06 <br />~~~, address Council for five minutes and if there was a need to change that rule so <br /><.e::~ residents could be afforded more time to speak if needed. One idea was, if a <br />resident exceeded their original five minutes, have them sit down and come back <br />up to the podium for an additional five minutes after all of the residents present <br />had an opportunity to address Council. Another suggestion was to have their <br />follow-up comments be limited to three minutes. The point was made that at any <br />time a resident is addressing Council, a member of Council can make a motion to <br />allow for the speaker to have additional time to speak. Another idea presented <br />was that in some communities, the Council requires people to sign up at the <br />beginning of the Council meeting with the topic on which they want to address <br />Council. But it was pointed out on that there may be topics that come up during <br />the course of a meeting that a resident might want to address. The conversation <br />regarding this matter generated a lot of ideas which will be given the proper <br />consideration by this committee. The committee unanimously recommended this <br />topic and the Rules of Council be held in committee. <br />Councilman Barker, Council's representative to the Recreation Commission: 1) The <br />Commission met on Monday, Apri13. The main discussion was the raising of pool rates <br />and changing the ranges of rates per ordinance. Rates far students, adults, families and <br />seniors are going to go up. A senior rate will not see the larger increases that the other <br />groups will. It was approved by the Commission and will be brought to the Recreation <br />Committee in the next couple of weeks for approval and then move forward to Council. <br />The Rec Commissioner and Commission asked that the Council approve this legislation <br />so that the new rates will be in effect for the summer swimming season. Although some <br />of the rates may appear to be a significant increase, they will only help bring costs into <br />line relating to pool expenses for the Rec Center. Councilwoman Dailey Jones attended <br />the meeting and was introduced to all of the commission, and the Commission was happy <br />to meet another member of the Recreation Committee. The Commission also discussed <br />the new baseball fence, and they wish to have it taken down by June 6. This will clear <br />the park for Ail Scouts Day the following weekend, which is the weekend of June 9. It <br />was also announced that the Community Council would be donating approximately <br />$12,000 to install electricity at the pavilion. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on April 3. In attendance were committee members Talton and <br />Orlowski; Council Members; Mayor, Safety Director, Service Director, Planning <br />Director. Agenda items: <br />• Resolution 2006-68, authorizing the Service Director to advertise for bids for the <br />construction contracts for the proposed Fire Station No. 2, further authorizing the <br />Mayor to enter into contracts with the lowest and best bidders, and declaring an <br />emergency. Megen Construction Company is the construction <br />manager/management company. We will have multiple prime contractors and <br />there will be fourteen different packages. Councilman Orlowski questioned the <br />Planning Director for clarif cation whether the bid specifications have been <br />updated to reflect the changes regarding the storm water detention on the <br />11 <br /> <br />
