Council Minutes of 4/4/06
,~ Councilman Miller asked Service Director Limpert if there was a planned route for the
~,~, street sweeper as some streets are in great need. Director Limpert said they use the same
system as snow plowing-after the mains are done, rotating from east to west so the same
areas aze not always last.
Councilman Tallon asked if there was a cost for the job fair and the name of the asbestos
removal company at the fire station site. Mayor O'Grady said the only cost for the job
fair would have been the hall rental, but Fr. Neil has generously donated the use of the
hall. Service Director Limpert was unsure of the name and said he would provide the
name of the company to Mr. Tallon.
Law Director Dubelko: 1) On Mazch 23, he was asked to attend a meeting of the safe
staffing committee to provide legal advice to the committee regarding its task.
2) March 24, attended an Ohio Municipal Attorneys Association seminar in Columbus.
Subjects included environmental law, public records law, construction law, legislative
updates and employment law.
3) March 26, updated contract forms on the city's U drive and provided sepazate contract
forms for service contracts as opposed to professional or personal services contracts.
4) Week of March 23 through 27, worked on the project labor agreement for fire station
construction project.
5) March 27, attended a Board of Tax Review meeting.
6) March 28, attended a Board of Control meeting.
7) March 29, reviewed and made revisions to the contract for purchases of fuel for
Service Dept.
8) Spent time over the weekend putting together an information piece of five Charter
amendment proposals that will be on the ballot in May. Has communicated with some
people and media to help get the information out on those five important issues.
9) April 3, reviewed and made revisions to a contract for the Rec Center for software bid
package.
10) April 3, attended a Step 3 FOP grievance hearing.
11) April 3, provided advice to Service Director regarding City Hall parking lot
management.
12) April 4, attended Board of Control and directors' meetings.
13) Received updated information for Council on the objection to the transfer for the
permit for Krobar. The hearing presently is set for April 13, but the city has received a
request from the proposed new owner to continue that hearing in an effort to try to settle
the matter. The city doesn't have objections to continuing it to try to get a good
settlement and enforce our regulations at that location.
14) April 22 is the deadline for Council to act on the transfer of WOW cable ownership
interest to Avista. Recently received information from Walter & Haverfield, who has
been reviewing the proposed transfer and looking at the city's legal interest in the matter.
If Council can take this into committee in advance, it can be acted upon at the Council
meeting of April 18.
15) Prosecutor's report: March total of 270 cases, 70/30 breakdown between traffic and
general offense cases. One case tried, and one conviction.

4
