Council Minutes of 4/4/06
recommendations of the master plan in proposing new districts and changes to the
'F existing code language.
14) The Recreation master plan is wrapping up Phase I this month, which consists of the
existing conditions in the city regarding our city's recreation facilities. The report will be
presented to the recreation plan advisory group mid-month and then will be made
available to the public.
15) The Recreation Center spring program currently is being printed. The administration
has made revisions to the format and outlay of program to make it mare readable and
more easily understandable.
16) The asbestos removal contract has been awarded for the home on the site of the new
Fire Station No. 2. The Olmsted Historical Society has requested they be allowed the
opportunity to disassemble parts of the home and those parts would be used to construct
an early-1880's era school house at Frostville. With support from Metroparks, the
carriage house currently located on the site will be moved to Frostville.
17) City's forestry department has akeady started clearing out select trees identified for
removal in order to facilitate the work upcoming at the fire station site.
18) Street work in the city has begun as spring has arrived.
19) Service Dept. storm crew did an excellent job replacing an approximately 80 foot
section of 36 inch pipe that was damaged between Pine School and Sweetbriar Drive.
That will continue to improve the flooding conditions in our city.
Councilman Barker said he felt closing Claque Road would be safer. He requested the
Mayor and Safety Director keep him and Councilman Orlowski informed of the
conditions because this project is affecting both wards. Perhaps some planning could go
into shifting traffic from Columbia to Great Northern Blvd. to help alleviate traffic in
Ward IV. The Mayor agreed to keep them informed and said the city would continue to
work with the county to make sure as changes are made and options are considered they
are done in a wise manner.
Councilman Orlowski said he recently spent time on Coe and Elm watching traffic come
through between 4:30 and 5 p.m. About 120 cars an hour come from the south and head
north down Coe avenue. He is grateful for the STOP program and speed meter, which is
helping tremendously to slow down the traffic. The residents are accustomed to having a
quiet, residential street. He requested that the traffic volume be monitored as he expects
it to increase when Claque Road becornes southbound only. Regarding the resurfacing of
Lorain Road, he would like to re-state requests to make sure the intersections of Lorain
Road/Bentley Drive and Lorain Road/David Drive are made into smooth intersections
similar to Coe Avenue/Lorain Road. He would like to make sure the utilities and sewers,
etc. blend into the road so it is a much smoother entrance from Lorain Road from those
two streets. Also, the previous Service Director had mentioned adding three additional
catch basins along Lorain Road. If done in the proper places, this would help the
drainage on Lorain Road tremendously. Mayor O'Grady said he valued the input and
asked Council to keep the administration informed on safety issues and to bring
suggestions forward regarding the construction.

3
~k~Y~~
