' Council Minutes of 3/Zl/2006 <br />2) Expressed concern because during the budget process Council's Finance Committee <br />introduced funding for a new position to the budget while cutting key administrative <br />priorities. They did this without advance notice to his administration and without <br />providing an opportunity to have affected division heads present. This action conupted a <br />process that up until that point had been conducted very well. The action was <br />unnecessary, unwise and unhealthy to the democratic process. There was no reason why <br />the administration could not have been presented with the details of the Finance <br />Committee's plan at the beginning of the budget process, and no reason to fail to give the <br />administration the opportunity to discuss these unwise cuts before today's vote. If <br />Council chooses to go forth with the funding of this position, he will veto that position in <br />the budget which has not been requested by the administration, Safety Director or Police <br />Chief. In a time where salaries, overtime and benefits aze breaking the back of our <br />taxpayers, will not allow an unnecessary increase in manning in our safety forces. <br />3) Clague Road rehabilitation project is proceeding, and the concrete box culvert is <br />installed. Increased police presence has reduced the vehicle volume on Clague Road and <br />related streets, and traffic enforcement has occurred where needed. <br />4) Springvale will host a fish fiy every Friday from now until Easter. They do a very <br />nice job at a reasonable cost. <br />5) While in Washington at the National League of Cities Congressional Conference, he <br />had an opportunity to meet with Rep. Kucinieh and Senator Voinovich. The issue of <br />Community Development Block Grant which is before Council today is the key issue <br />being presented to the administration from the National League. Additionally, legislation <br />passed at Council's last meeting dealing with immigration reform is a key focus of what <br />they aze taking about. Both issues have full support of Sen. Voinovich and Rep. <br />Kucinich. <br />6) The North Olmsted City School District has received the Gold Awazd from Expansion <br />Mgt. Magazine in their 14~' annual education quotient issue. The Gold Award is <br />presented across the nation only to the top 15% of school districts. <br />7) Departments: <br />• Human Resources Dept. has been training with the MUNIS system to implement <br />the Personnel & Human Resources Management portion of the programs. Once <br />implemented, the hiring process will be centralized so that all open and newly <br />created positions can be tracked more efficiently. <br />• All networking drops are installed in the new Service Dept. administrative offices. <br />Fiber optic connections between City Hall and the office aze complete. All <br />Information Technology issues are complete as of this evening. <br />• Continue to finalize details with regard to the Fire Station 2 construction. Tree <br />survey has been conducted and will allow for landscaping and buffering to be <br />addressed. City has been in contact with the Cuyahoga Soil & Water <br />Conservation District to resolve some questions that came up during discussion of <br />storm water drainage. <br />• City will meet soon with the Olmsted Historical Society to discuss potential to <br />preserve some elements of the historic home. <br />• The Recreation Commissioner is preparing the RFP for Recreation Center <br />concessions to go to a private entity. This was as discussed in the budget process, <br />and it will be positive for our city. <br />2 <br /> <br />
