Council Minutes of 3/21/2006 <br />• Additional signage has been added to Claque Road on I-480 to inform motorists <br />of the restriction to local traffic. <br />• Service Director, Safety Director and Building Commissioner met and moved <br />stop signs at the intersection of Burns Road and the N. Olmsted High School <br />driveway. The signs moved are well within compliance of our codes. <br />• The NOMBL 1951 GMC motor coach served as a goodwill ambassador for the <br />city in Cleveland's annual St. Patrick's Day pazade. <br />• City Engineer Mike Raig has finished the RFP's for the WWTP rate and <br />operational study, and they were mailed out today. <br />• Service Dept. has completed the move to the new offices. <br />Councilman Barker thanked the Mayor and Safety Dept. for the enforcement at Claque <br />and Esther roads as it has been a great help. He requested that the city give specific <br />direction to the officers as to what motorists are allowed to travel on those roads. Mayor <br />O'Grady said the administration, working through the Safety Director, did emphasize that <br />we need to draw a line. The line is that it is local traffic only for those residents who live <br />on Claque Road south of the culvert and North Olmsted residents who live on Esther <br />Road. Anyone else can go around. That policy will again be emphasized within our <br />police forces to make sure it is more clearly understood. <br />Council Member Dailey Jones thanked the Mayor and the Safety and Service directors <br />and their staffs, for meeting and quickly resolving the situation on Burns Road at the high <br />school driveway. The residents in the area had great concerns with the visibility problem. <br />Law Director: 1) In response to a request for a legal opinion from Councilman Gazeau, <br />researched state law regarding licensing of nursing homes and residential care facilities <br />and federal law, specifically the Federal Fair Housing Amendments Act of 1988, <br />regarding in particular the elderly disabled as these laws relate to issues raised in <br />Ordinance 2005-95, which would make certain amendments to the Senior Residence <br />District code. He would encourage the BZD Committee to take the ordinance back into <br />committee and review it again in Light of the legal opinion. <br />2) Spent significant time during several days reviewing and researching various labor law <br />issues involving the Police and Fire Departments. <br />3) March 14, attended a Board of Control meeting. The Board of Control awarded a <br />contract for laboratory analytical services at the WWTP and approved a change order for <br />surveyor services at the new fire station construction project. Today, attended a <br />directors' meeting. <br />4) Contract reviews: reviewed and approved contracts for the laboratory analytical <br />services for WWTP; approved contract for Fire Dept. involving a software licensing <br />agreement. <br />5) Civil litigation: <br />• Issued request for discovery to the plaintiff in Shelley Co. v. City of North <br />Olmsted case. <br />• Hearing that had been set before an administrative law judge at SERB for March <br />14 in the city's unfair labor practice case against Local 1267 was cancelled by the <br />SERB judge.
