Council Minutes of 3/21/2006 <br />® behalf of Council, he commends them for their input. After many hours of review over <br />this ordinance, the recommendations of this committee are set before Council tonight in <br />the amended Ordinance 2006-50. Some highlights: a newly funded position of <br />Administrative Assistant was included; a position of Corrections Officer, which will <br />greatly reduce the city's liability in the jail, was included. He personally thanks his <br />Council colleagues for all the time and effort put into this process in order to complete an <br />ordinance that will best serve the city and its residents. No one is completely satisfied <br />with the appropriations, but everyone gave a little in the interest of a balanced budget. At <br />the conclusion of the Finance Committee meeting, the committee voted unanimously to <br />recommend passage of the amended Ordinance 2006-50, dependent on the Finance <br />Director's final figures to show a balanced budget. <br />2) The committee met on March 21, 2006 at approximately 7:20 p.m. In attendance were <br />committee members; all of Council; the Mayor, Law Director, Finance Director and the <br />mayor's directors and guests. Purpose of the meeting was a final adjustment to <br />Ordinance 2006-SO to bring it into balance. After discussion, the committee voted to <br />accept the changes recommended and to amend Ordinance 2006-50. (A copy has been <br />presented to Council.) The committee also recommended passage of the ordinance under <br />suspension of the rule. The committee would like to thank Finance Director Copfer for <br />her time and assistance which facilitated the committee's work. Her efforts were <br />invaluable. Councilman Tallon moved to amend Ordinance 2006-SO with the <br />amendments as presented in the legislation before Council. The motion was seconded by <br />Councilman Miller. Mayor O'Grady asked to be recognized by the chair for comments. <br />Councilman Ryan made a motion to call the question, and it was seconded by <br />Councilman Miller. Roll call on motion to call the question: Ryan, yes; Miller, yes; <br />Gareau, no; Jones, no; Orlowski, yes; Tallon, yes; Barker, no. The motion to call the <br />question passed with four yes votes and three no votes. Roll call on amending Ordinance <br />2006-50: Tallon, yes; Miller, yes; Orlowski, yes; Jones, yes; Barker, yes; Gareau, no; <br />Ryan, yes, with comment. Thanks to Ron Tallon who did a marvelous job. Thanks to <br />the Mayor who did a marvelous job. Overall, we did the best we could to wind up with <br />what we have. In January, he took the position of being totally opposed to an <br />administrative assistant. He was voted down 6-1, but he has no problem with that. The <br />problem he has is concern about the fact that the Mayor came to Council and asked for a <br />position and asked for all the tools to carry out what he needed to carry out. Fart of that <br />was he said he needed $45,000. Council approved $40,000. He certainly understands <br />Council's position. He believes though that the Mayor certainly deserved the opportunity <br />at that point in time since all of Council chose to go forward with this position, to give <br />him the tools he needed to show this year if he could do it. If he fails at the end of the <br />year, the Mayor has provided a list of those things he wishes to accomplish. They were <br />very pointed and very direct. He appreciates the Mayor responding to of his requests. He <br />would have to say that he actually felt the Mayor did deserve that change. Secondly, the <br />Mayor made a request of him personally that he conveyed to all other Council members <br />that he wished to have fully funded one of the positions. After questioning, the Mayor <br />said it was the most important thing he wanted done. He respects that request. He <br />expects to question the Mayor at the end of the year. The request was a raise of about <br />30% to 35% for a young man he felt was integral and important to his administration. He <br />felt that the Mayor was certainly entitled to that position.
