Council Miautes of 3/21/2006 <br />on second reading. The motion was seconded by Council Member Dailey Jones. The <br />motion passed unanimously. <br />Councilman Miller commented that he wanted to compliment both Mr. Tallon and the <br />administration, particulazly Mrs. Copfer, for preparing Council well with information. <br />Over the years, the information has been continuously more thorough, more informative <br />and quite helpful. All the meetings were open meetings. All of them were held <br />according to schedule, and anyone who wished to attend was welcome. Those who did, <br />enlightened both new and old members of Council. He doesn't think there's a time that <br />he has gone through this process that there wasn't something new that was learned, and <br />that reflects on the progress the city is making as well as the quality of the people who are <br />providing the information. He appreciates the input from everybody who was involved in <br />along, arduous process. <br />Councilman Barker thanked the administration, Finance Department and Mr. Tallon and <br />the committee. He knows that the administration spent a lot of hours. The committee <br />held approximately 17 hours of meetings, multiplied by seven members of Council, that <br />is a lot of man-hours that went into this process. He thinks it went very well. <br />Councilman Barker, Council's representative to the Recreation Commission: The <br />Recreation Commission met on Saturday, Mazch 18. Present were Safety Director <br />Terbrack, Councilman Barker, Chairperson Kelley, Mr. Baxter, Mrs. Jones, Mrs. Kanis <br />and Mr. Lasko. The budget was discussed and approved unanimously. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on Thursday, March 16, 2006. In attendance were committee <br />members Orlowski, Barker and Tallon; Council Members; the Service Director, Safety <br />Director, Law Director, Police Chief and Mayor. Safety Director Terbrack requested <br />Ordinance 2006-68 be held in committee pending additional information. Ordinance <br />2006-70 by Mr. Barker was agreed to be held in committee pending further information, <br />review and consideration. Agenda items: <br />• Resolution 2006-55, a resolution urging the Ohio State Legislature to enact <br />legislation providing for a criminal penalty for violations of the residency <br />requirements contained in Ohio Revised Code Section 2950.031, and declaring an <br />emergency. This was discussed for a brief period of time, and it was agreed to <br />move forward with this resolution. The Ohio code pertains to residency <br />requirements prohibiting persons who have been convicted of certain types of <br />sexually oriented offenses from establishing residences or occupying residential <br />premises within 1,000 feet of any school premises. This resolution is directed to <br />the Ohio State Legislature, the chair of the Criminal Justice Committee in the <br />Ohio State Legislature and Gov. Robert Taft. Council Members Miller, Orlowski, <br />Tallon, Dailey Jones, Ryan and Barker were sponsoring this resolution, with Mr. <br />Miller originally presenting this resolution. The committee unanimously <br />recommended approval of the resolution and passage under suspension of the rule <br />as the resolution has been reviewed in committee on two occasions. <br />7 <br />
