Council Minutes of 3/21/2006 <br />• Ordinance 2006-56, sponsored by Councilman Miller, is being held in committee <br />pending additional information regazding several prescribed distances from any <br />property line of an elementary or secondary, private or public school, library, or <br />child care facility as it relates to where certain registered sex offenders may <br />reside. Safety Director Terbrack made a commitment to secure the necessary <br />information by the next committee meeting. <br />• Ordinance 2006-71, s~nsored by Mayor O'Grady, an ordinance creating new <br />Section 305.03 through 305.09 of Chapter 305 of the North Olmsted Traffic Code <br />entitled Traffic Control in order to delegate authority to the Director of Public <br />Safety to make temporary amendments to the Traffic Control File for construction <br />projects during emergencies, and declaring an emergency. Currently Chapter <br />305, the Traffic Control ordinance, is rather brief. As amended with the new <br />sections of Ordinance 2006-71, this will give additional power and authority to <br />the Director of Public Safety to temporarily amend the traffic control file, as <br />needed, to regulate and control traffic flow in emergencies and during <br />construction projects. It does provide for applicable engineering and/or traffic <br />studies to establish the need for regulations to preserve the safety and welfare of <br />the general public. It requires conformity to the Ohio Manual of Uniform Traffic <br />Control Devices and allows the Safety Director the ability to install traffic control <br />devices, signals, signage, marking of pavement and prescribe a particular flow of <br />traffic to safeguard the safety and welfare of the general public. Section 305.05 <br />contains 19 subsections which may over the course of time need to be reviewed. <br />But, as of now, it is a good place to begin. The Safety Director must maintain all <br />records of traffic control amendments, etc., and provide written notice to Council <br />within 24 hours. Council still retains the ability by legislation to alter or amend <br />any or all provisions of the traffic control file. This appears to be a well written <br />piece of legislation, and hopefully it is implemented in a manner which benefits <br />the residents and general public. A sunset clause or provision was suggested; <br />while a very good idea, the committee hoped this would not be necessary. The <br />committee unanimously recommended approval of the Ordinance and passage <br />under suspension of the rule as it has been reviewed in committee. Additionally, <br />in consideration of the traffic problems on Clague Road and the possibility of <br />additional problems when the traffic pattern on Clague Road will change at the <br />end of the month, Council recommended that a consistent explanation of the <br />forthcoming traffic pattern en Clague Road be addressed to the affected residents <br />on Clague Road and neighboring streets, explaining the safety reasons and need <br />for conformity to the proposed traffic pattern. <br />• The committee discussed the possibility of temporary signage and/or temporary <br />portable barricades at Grace Road and Brookpark Road; Columbia Road and Elm <br />Road; Palm Drive and Columbia Road. Councilman Orlowski proposed a no <br />right turn sign, with a possible time restriction of 3 p.m. to 7 p.m. weekdays, at <br />the locations: (1) Traveling. west on Brookpazk Road from Clague Road at the <br />intersection of Grace Road and Brookpazk Road; (2) Traveling north on Columbia <br />Road from Brookpark Road at the intersection of Elm Road at Columbia Road; <br />(3) Same direction at Falm Drive at Columbia Road.
