Council Minutes of 3/7/2006 <br />available. Do we choose to place a patrolman on the street to monitor speed? If so, at <br />what speed does the patrolman stop, warn or issue a speeding citation? Do we choose to <br />barricade our street to any and all through traffic? Personally, she and her husband would <br />prefer that the street be blocked off to any and all through traffic. If the vehicles continue <br />to go around the barrier, they'll cut down Esther only once if barricaded. She does <br />understand the concerns of the school issue. She is willing to provide her driveway to the <br />police to place a patrol car. She thanked Councilman Barker, Councilman Miller and <br />Mayor O'Grady as they were quick to respond to her a-mails and personally came to her <br />home and street. She is reassured government can and does work for residents. Mayor <br />O'Grady and Councilman Barker thanked Mrs. Kesel for the information she has <br />provided to the city and for keeping them apprised of the situation. The speed sign will <br />be placed on Esther Avenue tomorrow. Hopefully, the southbound only traffic pattern <br />during construction will be better for citizens. <br />Joseph Bouman, 27501 Butternut Ridge Road, noted that, when I-480 was developed, <br />Fairview was supposed to have their own exit. Somehow, they prevented that from <br />happening. The W. 227 Street bridge was to provide for traffic flow when the exit was <br />eliminated. However, a "politically connected" person changed that. He intends to make <br />this a personal issue as he does not believe Fairview Park has a right to close the road to <br />two-way traffic. <br />Tom Anderson, 4355 Clague Road, lives between Esther and I-480. He is concerned <br />about the time when the road becomes southbound only. When his family is not able to <br />get into their driveway and must park across the street, his wife will have to take two <br />small children through traffic and a construction zone to get into their home. He believes <br />traffic should be limited to residents only during construction. Also, he would like to see <br />the speed limit reduced and perhaps stop signs placed on Clague Road. He noted W. 227 <br />Street has six stop signs from Lorain to Brookpark. During construction, Clague will be <br />a one-way street with construction vehicles, personnel and residents having to dodge <br />traffic of people whose only concern is how long it is taking them to get to I-480. Mr. <br />Anderson does not believe the residents have been given enough information about this <br />project. He would like to see the city provide the residents with placards to be placed in <br />their car windshields. In this way, only the residents will have access to Clague Road. <br />Councilman Orlowski said he had suggested the use of placards some time ago. He also <br />believes the speed limit should be reduced during construction. Mayor O'Grady said the <br />city had discussed using placards to identify residents who must park overnight on the <br />street. Instead, it was decided not to enforce the overnight parking ban. There are other <br />measures the city can take. For example, tonight legislation will be introduced to allow <br />the Safety Director to temporarily amend the Traffic Control File to place barriers, traffic <br />control signals like stop signs on a temporary basis and do that immediately without the <br />need to come back to City Council and request legislative authority to do so. With regard <br />to stop signs, Councilman Gareau noted that stop signs cannot be used to control speed. <br />Dennis Lambert, 25057 Carey Lane, said the W. 227 Street bridge was a political hotbed. <br />Maybe W. 227 Street should be opened up because Fairview Park is nothing but a grid of <br />crossing streets with stop signs. <br />12 <br />.~~=,~ <br />
