Council Minutes of 3/7/2006 <br />LEGISLATION <br />Resolution No. 2005-175 introduced by Councilmen Ryan, Orlowski and Barker was <br />given its third reading. A resolution to inform individuals who would like to video <br />broadcast Council meetings that City Council would be receptive to such a procedure. <br />Councilman Ryan moved for adoption. The motion was seconded by Councilman Barker <br />and passed unanimously. Resolution No. 2005-175 adopted. <br />Resolution No. 2006-11 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the award of <br />a contract to provide new pavement markings to various streets at various locations in the <br />city, as detailed in the specifications on file in the Engineering Department, and <br />authorizing the Mayor, following approval of the Board of Control, if necessary, to <br />contract for the same with the lowest and best bidder, and declaring an emergency. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman Ryan <br />and passed unanimously. Resolution No. 2006-11 adopted. <br />Ordinance No. 2006-46 introduced by Mayor O'Grady was given its third reading. An <br />ordinance to authorize the city to enter into an agreement with the Board of County <br />Commissioners of Cuyahoga County for the replacement of Lewis Road Bridge No. 21 <br />over the west branch of Rocky River, and declaring an emergency. Council Member <br />Dailey Jones moved for adoption. The motion was seconded by Councilman Barker and <br />passed unanimously. Ordinance No. 2006-46 adopted. <br />Ordinance No. 2006-16 introduced by Mayor O'Grady was given its second reading. An <br />ordinance controlling post-construction storm water runoff quality in an effort to improve <br />the quality of water in the rivers, streams, ponds and lakes within the various watersheds <br />in the City of North Olmsted, and declaring an emergency as amended. Councilman <br />Miller moved for suspension of the rule requiring three readings and noted the legislation <br />had been reported out by committee. The motion was seconded by Councilman Gareau <br />and passed unanimously. Councilman Miller moved for adopted and thanked the <br />officials who attended the committee meetings. The motion was seconded by <br />Councilman Gareau and passed unanimously. Ordinance No. 2006-16 adopted. <br />Ordinance No. 2006-48 introduced by Mayor O'Grady and the entire City Council was <br />given its second reading. An ordinance creating new Chapter 763 (Public Dance Halls; <br />Teen Dance Clubs) of the North Olmsted Codified Ordinances in order to regulate dance <br />halls and teen dance clubs, and declaring an emergency as amended. Councilman <br />Orlowski moved for suspension of the rule requiring three readings and noted the <br />legislation had been reviewed in committee on two occasions. The motion was seconded <br />by Councilman Miller and passed unanimously. Councilman Orlowski moved for <br />adoption, and the motion was seconded by Councilman Barker. Roll call: Orlowski, yes; <br />Barker, yes; Gareau, yes, with comment. He thinks this is a good piece of legislation. It <br />shows that the City Council, when it comes together, can address a problem in a very <br />realistic, very sensible way. Mr. Orlowski's approach to take this slowly through <br />committee was a good one. Law Director Dubelko put an exceptional amount of time <br />looking through the different issues and making sure Council had a piece of legislation <br />13 <br />
