Council Minutes of 3/7/2006
that worked and would be effective to address these concerns. Other communities had
this legislation, and we now have this issue under control. He is happy to support it, and
thinks it's good for North Olmsted. Roll call continued: Dailey Jones, yes; Ryan, yes,
with comment. It saddens him greatly that something like this has to be done when it that
appears good parenting should have solved it a long time ago. Roll call continued:
Miller, yes, with comment. Thanks to the Law Director for putting together a very
workable piece of legislation that will be very effective. Thanks also to the local media
who have been following this for some time and probably pushed the right buttons to get
things moving a little quicker. Families and children will be positively affected as a
result of that. Our safety forces need to be commended for the way in which they
handled the situation. Fortunately, the losses and the more severe injuries were
minimized. The motion passed unanimously. Ordinance No. 2006-48 adopted.
Mayor O'Grady thanked Law Director Dubelko for conducting the research on this
important piece of legislation and helping to craft something that was very useful-it's
going to be good for our citizens. Special thanks to Ward Councilwoman Nicole Dailey
Jones for her leadership which helped the administration craft this piece of legislation.
Our outstanding safety forces did the right things-the police increased their
investigation, they increased enforcement. Our fire fighters provided emergency medical
services when needed. The folks from Channel 5 were helpful in informing parents. It
would not have been possible for the City of North Olmsted to inform parents the way
Channel 5 did. City Council took the step in objecting to the liquor license transfer. That
was an additional step, and an important step. Thanks to his administration in bringing
forth this piece of legislation. It is the right step. It will make our citizens safer; it will
make our young people safer. An important message is the system does work and that
the city government does work. When we're approached with a difficult problem, we can
come together, we can find solutions. Thanks to Council for their support.
Resolution No. 2006-52 introduced by Mayor O'Grady was given its second reading. A
resolution authorizing the Mayor to hold an annual "Mayor's Ball" as acity-sponsored
event and directing that the proceeds be used for a community or charitable purpose as
designated annually by the Mayor, and declaring an emergency.
Ordinance No. 2006-59 introduced by Councilman Gareau was given its second reading.
An ordinance amending Section 1305.05 of the Building Code (Supplemental Standards)
in order to provide new requirements for the treatment of exposed exterior concrete or
block masonry walls in the construction of one, two or three family dwellings, and
declaring an emergency. Councilman Gareau moved for suspension of the rule requiring
three readings and noted it had been reviewed in committee. The motion was seconded
by Councilman Ryan and passed unanimously. Councilman Gareau moved for adoption.
The motion was seconded by Councilman Ryan and passed unanimously. Ordinance No.
2006-59 adopted.
Resolution No. 2006-61 was introduced and placed on first reading by Mayor O'Grady.
A resolution authorizing the Director of Public Service to advertise for bids for asphalt
resurfacing on concrete streets along with related catch basin, manhole, sidewalk and
14
