Council Minutes of 3/7/2006 <br />curbing repairs at various locations in the City of North Olmsted as detailed in the <br />specifications on file, further authorizing the Mayor to enter into a contract with the <br />lowest and best bidder for said repairs, and declaring an emergency. Councilman Miller <br />moved for suspension of the rules requiring three readings and committee review. The <br />motion was seconded by Councilman Gareau and passed unanimously. Councilman <br />Miller moved for adoption. The motion was seconded by Councilman Gareau and passed <br />unanimously. Resolution No. 2006-61 adopted. <br />Resolution No. 2006-62 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and the entire Council. A resolution recognizing National Volunteer <br />Week (Apri123 through Apri129, 2006) and all volunteers in the City of North Olmsted. <br />Councilman Barker moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Council Member Dailey Jones and <br />passed unanimously. Councilman Barker moved for adoption. Resolution No. 2006-62 <br />adopted. <br />Resolution No. 2006-63 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution opposing the "Sensenhrenner-King Bill," House Resolution 4437, which <br />would make felons of 11 million undocumented immigrants, criminalize contact with <br />undocumented immigrants and frustrate the dreams of legal immigrants seeking <br />citizenship. Councilman Gareau moved for suspension of the rules requiring three <br />readings and formal committee review, and the motion was seconded by Councilman. <br />Barker. Roll call: Gareau, yes; Barker, yes; Dailey Jones, yes; Miller, yes; Ryan, no; <br />Orlowski, yes. The motion passed with five yes votes and one no vote. Councilman <br />Gareau moved for adoption, and the motion was seconded by Councilman Barker. Roll <br />call: Gareau, yes; Barker, yes; Orlowski, yes; Ryan, no, with comment. As a member of <br />the Finance Committee he has spent a lot of time and diligence working for the city to <br />take care of finances. He does not think it's proper for him to vote on something he's not <br />familiar with. As this is a federal measure, he does not feel it is proper for him to vote for <br />this approval. Roll call continued: Miller, yes, with comment. He has asked that Council <br />take a close look at the various resolutions of this type and assure that they are more <br />specifically related to the legislation that North Olmsted works under and that resolutions <br />such as this affect North Olmsted more directly. You could read the Congressional <br />Record and have all sorts of various bills that Council should take one side or another. <br />Council should work closer on issues that affect North Olmsted more than this one does. <br />Roll call continued: Dailey Jones, yes. The motion passed with five yes votes and one <br />no vote. Resolution No. 2006-63 adopted. <br />Ordinance No. 2006-64 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Director of Public Service to request proposals from <br />engineers and engineering firms to provide professional consulting services for <br />implementation of Phase II of the Sanitary Sewer Plan of Study ordered by the Ohio <br />Environmental Protection Agency to resolve sanitary bypassing problems in the city; and <br />further authorizing the Mayor, subject to approval of the Board of Control, to enter into <br />an agreement with the engineer or engineering firm selected in the RFP process, and <br />15 <br />•~ <br />
