Council Minutes of 3/7/2006 <br />declaring an emergency. Councilman Barker moved for suspension of the rules requiring <br />three readings and committee review. Ordinance No. 2006-64 <br />adopted. <br />Resolution No. 2006-65 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to hold city-sponsored events on Memorial Day, <br />Independence Day, and Veteran's Day, during Homecoming, and on the day designated <br />by the Mayor for the annual tree lighting ceremony. <br />Resolution No. 2006-66 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution creating a new Citizens' Committee for the purpose of gathering and <br />presenting to City Council projects for consideration for the city's Community <br />Development Block Grant (CDBG) applications for fiscal years 2007 through 2009. <br />Ordinance No. 2006-67 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance controlling riparian setbacks and wetlands setbacks for the City of North <br />Olmsted, and declaring an emergency. Councilman Miller moved for suspension of the <br />rules requiring three readings and formal committee review and noted the issue had been <br />reviewed by committee and reported out. The motion was seconded by Councilman <br />Ryan and passed unanimously. Councilman Miller moved for adoption, and the motion <br />was seconded by Councilman Ryan. Roll call: Miller, yes, with comment. During his <br />committee report, he failed to report out Council had asked the guests, the experts in this <br />field, to work with the administration in reviewing the water retention or removal system <br />for new Fire Station No. 2-that there may be a less expensive way of moving rain water <br />off of that site than the current plan. Hopefully, through the use of proper engineering.. <br />under this new plan, we may be able to save money. It seems with the wetlands <br />immediately behind this property, we may be able to allow the water to continue to flow <br />its natural course into the wetlands rather than the expense of pumps pushing that water <br />up to Lorain Road from the proposed site. Roll call continued: Ryan, yes; Orlowski, yes; <br />Barker, yes; Gareau, Dailey Jones, yes. The motion passed unanimously. Ordinance No. <br />2006-67 adopted. <br />Mayor O'Grady thanked Mr. Miller for his comments and noted the administration is <br />actively looking into this. The land immediately to the north and to the west of the Fire <br />Station 2 property is Metroparks property. Not only would it be more efficient to allow <br />the water to do a natural drainage towards the Metroparks, it actually could be a <br />disservice to the wetlands if we divert that water. The city is in consultation with our <br />engineers and with the Metroparks to make sure that we do things in a wise way that <br />makes sense for our city and the environment. <br />Resolution No. 2006-68 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Service to advertise for bids for the <br />construction contracts for the proposed Fire Station No. 2, further authorizing the Mayor <br />to enter into contracts with the lowest and best bidders, and declaring an emergency. <br />16 <br />
