Council Minutes of 3/7/2006 <br />is important that city employees are aware of the law and how to deal with this issue. It <br />was well attended, and a good job by the Human Resources Director. <br />2) Has put the city's basic contract forms on the computer "U" drives for easier access <br />and use by city directors and division heads. <br />3) Presented Law Dept. budget to the Finance Committee. <br />4) Met with the city's temporary consulting engineer, Mike Raig, and discussed city <br />bidding and contracting procedures. <br />5) Attended directors' meetings, attended to legislative work and attended a series of <br />committee meetings. <br />6) Civil litigation report: <br />• An appellee's brief was filed in the C& C Realty v. the City of North Olmsted <br />Board of Zoning Appeals case. <br />• Assistant Law Director O'Malley is working on discovery in the Shelley v. City <br />of North Olmsted case. <br />• Garson v. City of North Olmsted, a motor vehicle accident case, was settled for <br />$30,000, and $25,000 was the city's deductible. This was settled under an <br />insurance policy that does not give the city the right to object to settlements, so it <br />was done without the city's express consent. <br />• Case of SERB v. IAFF Local 1267, the matter is set for a trial on March 14. <br />7) The Prosecutor handled 289 cases in February; 96 were general offenses and the <br />balance were traffic. There were two trials and convictions in both. <br />Mayor O'Grady amended his report by noting the members of the Community <br />Development Block Grant Citizens Committee should be recognized for their work in <br />helping to secure the two grants received by the city. President Kennedy asked the <br />members who were in attendance to stand and be recognized. <br />Finance Director Copfer: 1) Wednesday, February 22, the December 2005 fiscal year- <br />end summary reports were provided to Council. Additionally, on February 24, 2006, the <br />year-end budget basis financial statements and multi-year comparative charts and graphs <br />focusing on the General Fund were provided to Council. <br />2) Attended a minimum safe staffing meeting on February 23. <br />3) The Housing Council and Tax Incentive Review meetings were set for March 2 but <br />had to be rescheduled due to a lack of a quorum. <br />President Kennedy: 1) ACommittee-of--the-Whole meeting was held this evening to look <br />at the new voting machines. Thanks to Kimberly Bartlett from the Board of Elections for <br />her interesting presentation. <br />2) ACommittee-of--the-Whole meeting was held last evening to discuss the issue of <br />rezoning the Bradley triangle to amulti-family residential purpose as per a proposal for <br />Shadow Wood Estates. Present were Council Members Kennedy, Gareau, Dailey Jones, <br />Orlowski, Miller, Barker and Tallon; Mayor O'Grady, Law Director Dubelko and <br />Planning Director Wenger. Planning Director Wenger gave a history of the land use and <br />the current master plan. Councilmen Gareau and Tallon stated that they would not <br />support amulti-family residential proposal, but they both felt that a less dense residential- <br />type usage would be appropriate.
