Council Minutes of 3/7/2006 <br />proposal should not be rushed through. Councilman Miller spoke about an overlay in any <br />zoning changes so as to not upset the balance which exists presently. Mare than ten <br />residents spoke on this issue, and they all were against the rezoning of the property to a <br />multi-family usage. Mr. Riko, representing Shadow Wood, expressed an interest in a <br />timely decision on this project. <br />Councilman Gareau offered a friendly amendment to President Kennedy's report noting, <br />where he referred to amulti-family use, a more appropriate description would be a cluster <br />development. Multi-family has a different connotation. While some of the areas are <br />currently zoned for amulti-family use, most of the discussion was dealing with the <br />possible zoning classification of a cluster development and other types of residential uses. <br />President Kennedy accepted the amendment. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on Thursday, March 2, 2006. In attendance were Council <br />President Kennedy and Council Members Talton, Miller, Orlowski, Barker, Dailey Jones <br />and Gareau; Planning Director Wenger, Assistant Building Commissioner Rymarczyk, <br />Law Director Dubelko; Ron Nelson and Tim Flurry representing a proposal before the <br />committee. Agenda items were as follows: <br />• North Olmsted Laser Wash, 25054 Lorain Road. This is the most recent attempt <br />to remove an abandoned use on Lorain Road. The site is east of Great Northern <br />Boulevard. The Laser Wash consists of a complete site redevelopment to <br />accommodate a new franchise laser car wash. The proposed building is primarily <br />a brick construction with vinyl in the gables. As it went through the boards and <br />commissions, it was recommended that the applicant add architectural detailing <br />to try to give it more flair and style. This included soldier course brick accents <br />on the building, additional windows, ornamental gable medallions. The roof <br />vents will be painted to match the roof to reduce visibility. The brick in the base <br />of the ground sign will match the brick of the building. The property is all <br />concrete presently, and the proposal will add landscaping along the front, side <br />and rear property lines. Landscape groupings will be provided along the east and <br />west property lines. There will be a 2 foot mound and an 8 foot tan vinyl fence <br />along the rear of the property line as there is amulti-story, multi-family use to the <br />back. There will be plantings installed around the ground sign, and there will be <br />decorative brick pavers in the right-of--way. The building is sited on two parcels, <br />and the recommendation is to include a lot consolidation. There were some <br />variances requested, and the variances were granted by the Board of Zoning <br />Appeals. It is a small lot and is an intense use. Traffic was discussed, and the <br />concern of vehicles attempting to get out of line and leave was provided for. The <br />safety forces reviewed the plans and indicated they had no concerns with access <br />to the building in the event of an emergency. The BZD Committee <br />recommended approval subject to the recommendations of the boards and <br />commissions.
