Council Minutes of 3/7/2006 <br />extend the entire length of the reaz/north property line and is to be placed atop a <br />low mound to buffer the adjacent properties. (2) The landscape plan is to be <br />modified to include the additional burning bushes in each of the landscape <br />clusters as well as two additional landscape groupings along the west property <br />line. The first to be parallel to the proposed building, and the second to be placed <br />half-way between the landscape bed shown on the current plans and the city <br />sidewalk to south. (3) Plans are to be modified so that the rear landscape area <br />meets the required 15-feet setback. (4) There are to be no vacuum isles on site <br />now or at any time in the future. (5) Lots will be consolidated as required by the <br />recommendations and pursuant to city code. (6) The two bays, as they face the <br />north, will include doors. The doors will be operational and operable and be a <br />clear color to provide an ability to see in and out of the building and will provide <br />additional noise screening to the fairly close multi-family uses to the north. The <br />motion was seconded by Councilman Orlowski. Roll call: Gazeau, yes; Orlowski, <br />yes; Ryan, no; Dailey Jones, yes; Barker, yes; Miller, yes. The motion passed <br />with five yes votes and one no vote. <br />• Review of Ordinance 2006-59, which was introduced by Councilman Gazeau. <br />An ordinance amending Section 1305.05 of the Building Code, Supplemental <br />Standards, in order to provide new requirements for the treatment of exposed <br />exterior concrete or block masonry walls in the construction of one, two or three <br />family dwellings and declaring an emergency. The committee did recommend <br />approval and passage under suspension of the rules. This is the latest in his effort <br />to try to go through the code to try to find where we have site development or <br />projects going on where people seem to never be able to comply with the code. <br />Suggests to him, if we have a code where we have multiple variances coming in <br />repeatedly, perhaps it's time to take a look at the code and figure out whether or <br />not the code is flawed. He spoke with the Building Dept., and the department <br />worked with him and the Law Dept. to draft appropriate language. The previous <br />code dealt with the exposed masonry walls along the bottom of structures and <br />required that, "exposed exterior walls of masonry construction above grade shall <br />be faced with brick, stone or other hereafter approved material." The problem is <br />it didn't provide for things like stamped concrete or pre-poured walls. People <br />were building additions onto their homes and had to apply something on top of it <br />which seemed duplicative and not necessary. We have come up with athree- <br />tiered system that deals with the construction of new homes with block <br />foundations, new homes with concrete poured or pre-cast walls with brick <br />imprint. We also have a standazd for new additions or exterior alterations above <br />grade. We have a standard for attached garages or sheds which we think will <br />provide a very workable scheme and free up the work before the Board of <br />Building Code Appeals to expedite projects. People will not have to request a <br />variance that is almost always granted.
