Council Minutes of 3/7/2006 <br />Orlowski, President Kennedy; Finance Director Copfer, Law Director Dubelko, Service <br />Director Limpert; media and guests. Agenda items were as follows: <br />• Ordinance No. 2006-52. After discussion, the committee recommended against <br />passage of the legislation. <br />• Appropriations for Law Department: Ordinance No. 2006-53 amending the <br />organizational chart of the Law Department and Ordinance No. 2006-54 <br />authorizing the Director of Law to request proposals for outside legal services for <br />the terms of 2006 and 2007. No committee recommendation was made. At a <br />subsequent Finance Committee meeting held on Saturday, March 4, the <br />committee unanimously recommended approval of both pieces of legislation. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met at 10 a.m. on Februazy 25, with the same individuals who were present at <br />the Finance Committee meeting. The following items were discussed: <br />• A change to Council Rule Nos. 20 and 62. Discussion was had with significant <br />input provided by the Law Department. The committee requested the Law <br />Director to draft a change to those rules for further consideration at a future <br />meeting. The Law Director has done so. <br />• Discussion of how much time people should be allowed to speak at Council <br />meetings. Because of time constraints, no recommendation was made. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on March 2, 2006. In attendance were Council President <br />Kennedy, Law Director Dubelko, Council Members, Police Chief Ruple and Lt. <br />Gallagher. Agenda items included: <br />• Ordinance No. 2006-48, an ordinance creating new Chapter 763 (Public Dance <br />Halls; Teen Dance Clubs) of the North Olmsted Codified Ordinances in order to <br />regulate dance halls and teen dance clubs, and declaring an emergency as <br />amended. Mr. Dubelko gave an overview of the ordinance. Discussion ensued on <br />the inclusive legal enforceable aspects of certain wording and statements written <br />within the ordinance. Wording has been changed to more accurately reflect the <br />best process for application for license to operate a teen dance club and the <br />procedure for investigation and background checks. Additional language has <br />been added which more clearly states the need for a background check of all <br />individuals working at a teen dance club. Information on the application has been <br />defined so that a complete address, zip code, federal EIN number where <br />applicable, Social Security No. and birth date are required of all applicants. There <br />are provisions incorporated which deal with the denial of an application and <br />appeals process. As a proactive measure, the length of time for a review of a <br />renewal of a teen dance club license has been extended. This will allow some <br />additional time for all departments involved to have ample time to accurately <br />review the application. Some language was deleted due to its archaic nature, the <br />difficulty of legislating morality and the enforceability of specific wording. A <br />7 <br />__ <br />
