Council Minutes of 2/21/2006 <br />residents to only five minutes to speak to Council.' First, it is a Council rule that residents <br />and non-residents can address Council at a Council meeting for up to five minutes. I <br />think I can speak for Council and the administration when I say that our doors are open at <br />all times to handle problems or to hear suggestions. I believe, especially in this matter, <br />the Rules of Council should be followed because of one's First Amendment rights and <br />not in spite of it. I would not want to be a Council President who decides who is allowed <br />to address Council longer based on what I think is important or interesting. I think that it <br />would be better to assume that everybody who addresses Council thinks their issue is the <br />most important and should be treated the same. I also found Mr. Ted Bowman's report <br />very interesting; however, the right approach to action would be an overview at the <br />Council meeting along with the complete written report distributed to Council and the <br />administration. With time and the proper resources, we can make an educated response to <br />such requests. I appreciate your request and would suggest you contact your Councilman <br />to propose any changes that you would like Council to consider making to the Rules of <br />Council. When Council adopts a rule, be assured that I will enforce it." <br />Dennis Lambert, 25057 Carey Lane, said Council has always had the power to allow <br />people to continue speaking by waiving the five minute rule by motion. <br />LEGISLATION <br />Resolution No. 2006-9 introduced by Mayor O'Grady on behalf of himself and the entire Council <br />was given its third reading. A resolution in support of House Bill No. 293 to authorize Boards of <br />County Commissioners to establish property tax payment linked deposit programs to assist senior <br />citizens and permanently and totally disabled citizens in paying property taxes on their <br />homesteads, and declaring an emergency. Councilman Gareau moved for adoption. The motion <br />was seconded by Councilman Barker. Roll call: Gareau, yes; Barker, yes; Dailey Jones, yes; <br />Miller, yes; Orlowski, yes; Ryan, no; Tallon, yes. The motion was passed with six yes votes and <br />one no vote. Resolution No. 2006-9 adopted. <br />Resolution No. 2006-10 introduced by Mayor O'Grady on behalf of himself and the entire <br />Council was given its third reading. A resolution in support of House Bill No. 294 to authorize <br />County Boards of Revision to conduct administrative foreclosure proceedings upon tax liens <br />against statutorily defined "abandoned lands," and declaring an emergency. Councilman Gareau <br />moved for adoption. The motion was seconded by Council Member Dailey Jones. Roll call: <br />Gareau, yes; Dailey Jones, yes; Barker, yes; Tallon, yes; Ryan, no; Orlowski, yes; Miller, yes. <br />The motion passed with six yes votes and one no vote. Resolution No. 2006-10 adopted. <br />Ordinance No. 2006-18 introduced by Mayor O'Grady was given its third reading. An ordinance <br />providing for the issuance and sale of bonds in the maximum aggregate principal amount of <br />$6,815,000 for the purpose of refunding at a lower interest cost the $6,815,000 of the city's <br />outstanding library improvement bonds, series 2001, dated as of May 1, 2001 and stated to <br />mature on December 1 in 2011, 2012, 2014, 2016 and 2020, which were issued for the purpose of <br />constructing, furnishing, equipping and otherwise improving a free public library building and <br />acquiring, preparing, landscaping and otherwise improving its site; authorizing and directing the <br />call for optional redemption on December 1, 2010 of all of the refunded bonds; authorizing the <br />execution and delivery of a band registrar agreement and a bond purchase agreement with respect <br />to the refunding bonds and an escrow agreement with respect to the refunding of refunded bonds, <br />and declaring an emergency. Councilman Tallon moved for adoption. The motion was seconded <br />by Councilman Miller and passed unanimously. Ordinance No. 2006-18 adopted. <br />11 <br /> <br />
