Council Minutes of 2/21/2006 <br />an additional committee meeting next week to discuss and formulate the best ordinance possible. <br />Police Chief Ruple stated the Police Dept. has had only two calls and one arrest in the past few <br />weeks at the bar, and no calls or arrests on teen night during the same time period with the <br />Krobar. In the short run, it appears that Mr. Hammond may be trying to clean up and eliminate <br />the problems which have plagued this particular establishment. Another committee meeting is <br />scheduled for further review of this ordinance. <br />Councilwoman Dailey Jones, chairperson of the Streets & Transportation Committee: 1) The <br />committee met this evening, February 21. Present were committee members Ryan, Barker and <br />Dailey Jones; Council members Miller, Gareau, Talton, Orlowski and President Kennedy; the <br />Mayor, Service Director and Law Director. Agenda items included the following: <br />• Resolution No. 2006-11. A conversation was had with Service Director Limpert <br />regarding this resolution. He stated that we do need to go out and advertise for bids to <br />award contracts for new pavement markings because, although the city does do some of <br />this work in-house, we do not have enough manpower or equipment to do all of it. Mr. <br />Limpert said he would get a list of the streets to be marked to Council. The committee <br />unanimously recommended approval of the legislation by Council. <br />• Ordinance No. 2006-46. This resolution authorizes the city to enter into an agreement <br />with the Board of County Commissioners of Cuyahoga County for the replacement of the <br />Lewis Road Bridge No. 21 over the west branch of the Rocky River and declaring an <br />emergency. A discussian was had that the bridge is a county bridge and this project not <br />incur any cost to the city. On the subject of bridges, Mr. Gareau was looking for a list of <br />city owned bridges that some time ago were supposed to be fixed and had not been. The <br />Service Director said he would look into those issues. The committee unanimously <br />recommended approval of the legislation by Council. <br />AUDIENCE PARTICIPATION <br />Charles Dial, 27959 Gardenia, did not approve of the discussion at the committee <br />meeting regarding the front entrance addition to City Hall. He felt Council members <br />should not have questioned the plans as submitted. <br />Don Pangrac, 23470 Sharon Drive, read a letter he sent to President Kennedy and the <br />response: "Dear Mr. Kennedy, I am writing to express my concerns regarding your <br />decision to limit residents only five minutes to speak to Council. Under the leadership of <br />the current Mayor, Mr. Thomas O'Grady, when he was Council President, his practice <br />was alwavs to allow residents who have used up their five minutes, to return, after all <br />others had spoken, and continue to speak about their issues and concerns. This has been <br />the practice since Janet Saringer was President of Council. The gentleman who spoke <br />last evening had something of interest to me and maybe others in the audience and we <br />were not given the courtesy to hear him finish his talk and presentation. As I expressed <br />last night, Council meets twice a month, and I believe an additional 5-10 minutes would <br />not contributed to a "extraordinary" long meeting. This is the only avenue for residents <br />to address their concerns in a public forum to both Council and Administration, and only <br />24 times a year. I am again asking that you adopt the policy and practice of your <br />predecessors and permit resident's additional time at the end of the public comment <br />period to continue with their presentation and/or questions to Council and <br />Administration: Sincerely, Donald Pangrac" From President Kennedy: "Dear Mr. <br />Pangrac, I received your letter with regard to your concerns about `My decision to limit <br />10 <br />~~~~: <br />
