Council Minutes of 2/21/2006 <br />down to Frostville. It's their intent to move it back on the existing property until next year and <br />then take it down to Frostville when they have room for it and time to work on it. The city has no <br />objection to that plan as long as it doesn't interfere with the construction. The Historical Society <br />is interested in removing some of the beams from the existing Stearns Horne. Although it is <br />unlikely that there would be an effort to try to save the entire home, rescue of those beams would <br />allow them to be used in other construction at Frostville. <br />8) The Cultural Activities Commission is working with the North Olmsted Kiwanis Club to <br />organize atwo-day art show this August to be held at Frostville. <br />9) Fire Station No. 2. Geo-Sci Inc. has been hired and contracted to do the testing at the site. <br />These tests will provide the city with information on the condition of the soil both underneath the <br />station itself and surrounding it. It will also include surveying for potentially hazardous materials <br />on the site in the existing building components such as asbestos or lead paint, material testing for <br />the new building components, cement and steel walls and geotechnical services. <br />10) Has submitted legislation to Council for replacement of four copy machines in various <br />locations throughout the city. <br />Law Director Dubelko: 1) Regarding his thanks to individuals who helped the department move <br />into City Hall, Sean Stacey should also be thanked as he did a lot of heavy lifting and a very good <br />job of securing the book cases to create an enclosure for the city law clerk. <br />2) February 8, prepared a letter for the Division of Liquor Control and gave it to the Clerk of <br />Council as required by Resolution 2006-49. In essence, it stated that in his opinion there were <br />substantial grounds for Council to object to the transfer of ownership of that liquor permit. <br />3) February 9, followed up on two matters that had come up at the last Council meeting. The first <br />was a newspaper article from Florida which was brought to his attention by Mr. Lambert and <br />which was discussed with the City Prosecutor. Secondly, reviewed the presentation made by <br />resident Ted Bowman and provided all members of Council with his communication on that <br />subject. <br />4) February 10, attended budget meetings at City Hall ,presented the Law Dept. budget to the <br />Mayor and Finance Director. <br />5) February 11 through 13, spent considerable time researching senior housing issues. Will soon <br />be making recommendations on pending Ordinance 2005-95, which was initiated by the Planning <br />Director. <br />6) February 14, attended directors' meetings, an F.O.P. labor/management meeting and Council <br />committee meetings. <br />7) February 15 and 16, conducted research and analysis preparing for the BZD Committee <br />meeting involving Shadow Wood and Boss Oft"ice Park developments. <br />8) February 17, attended a meeting of the Intra-Governmental Relations Committee. Provided <br />advice regarding five Charter amendment proposals that were before the committee. <br />9) February 17-20, worked on legislation for this meeting. <br />10) During the last two week period, provided miscellaneous advice to Council regarding three <br />readings on borrowing legislation, regarding speakers at public meetings, legal advice to the Fire <br />Chief on a personnel matter and advice to the Mayor regarding holding the Mayor's Ball as a city <br />sponsored function. <br />Finance Director Copfer: 1) The appropriations for 2006 are before Council this evening. It <br />takes a lot of effort, and thanks to the Mayor and his administration for working through this <br />process the first time. Thanks to Donna Murphy for planning and organizing the binders. <br />Information from some divisions still needs to be provided. <br />2) NOCOP board of trustees meeting, if STC does not come up with a plan to keep the current <br />Executive Director of F.I.R.S.T. and NOCOP here, F.I.R.S.T. and the STC are prepared to <br />provide daily management to the call center.
