Council Minutes of 2/21/20lX- <br />Regulation Code in order to prohibit obstructions upon pedestrian walkways located on retail <br />business property, and declaring an emergency. <br />Ordinance No. 2006-58 was introduced and placed on first reading by Councilman Gareau. An <br />ordinance amending Section 1118.03 of the Zoning Code (Business and Industrial District <br />Standards) in order to impose residential conditions and standards for business and industrial <br />conditional uses that are located upon property that is contiguous to property zoned for residential <br />use. <br />Ordinance No. 2006-59 was introduced and placed on first reading by Councilman Gareau. An <br />ordinance amending Section 1305.05 of the Building Code (Supplemental Standards) in order to <br />provide new requirements for the treatment of exposed exterior concrete or block masonry walls <br />in the construction of one, two or three family dwellings, and declaring an emergency. <br />Ordinance No. 2006-60 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance dispensing with a formal RFP process and authorizing the Mayor to enter into an <br />agreement with Mayfield Engineering & Construction Management, Inc. to provide temporary <br />engineering consulting services to the city's Engineering Division, and declaring an emergency. <br />Councilman Ryan moved for suspension of the rules requiring three readings and formal <br />committee review, and the motion was seconded by Councilman Barker. Roll call: yes votes: <br />Ryan, Barker, Gareau, Dailey Jones, Miller, Orlowski; no vote: Tallon. The motion passed with <br />six yes votes and one no vote. Councilman Ryan moved for adoption, and the motion was <br />seconded by Councilman Barker. Roll call: yes votes: Ryan, Barker, Gareau, Dailey Jones, <br />Miller, Orlowski; no vote: Tallon. The motion passed with six yes votes and one no vote. <br />Ordinance No. 2006-60 adopted. <br />MISCELLANEOUS BUSINESS <br />Councilman Ryan made a motion to refer discussion of Council Rule No. 20 to the Intra- <br />Governmental Relations Committee. The motion was seconded by Council Member Dailey <br />Jones and passed unanimously. <br />Councilman Ryan made a motion to refer discussion of Council Rules No. 62 to the Intra- <br />Governmental Relations Committee, and the motion was seconded by Council Member Dailey <br />Jones. The motion passed with five yes votes and two no votes. <br />Councilman Ryan made a motion to refer the issue of audience participation to the Intra- <br />Governmental Relations Committee, and the motion was seconded by Councilman Barker. The <br />motion passed with six yes votes and one no vote. <br />Councilman Gareau scheduled a BZD Committee meeting for 7 p.m. on Thursday, March 2, to <br />discuss a Planning & Design Commission item (Laser Wash) and Ordinance 2006-59. The <br />Planning Director, Assistant Engineer and Building Dept. representative are asked to attend. <br />Councilman Miller scheduled an Environmental Control Committee meeting for 7 p.m. on <br />Tuesday, February 28, to discuss Ordinance 2006-16.
