Council Minutes of 2/21/2006 <br />Commissioners of Cuyahoga County for the replacement of Lewis Road Bridge No. 21 over the <br />west branch of Rocky River, and declaring an emergency. <br />Ordinance No. 2006-50 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance to make appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2006. <br />Resolution No. 2006-51 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Director of Public Service to advertise for bids for diesel fuel and <br />gasoline products for use by the City of North Olmsted, as per specifications now on file in his <br />off ce, and authorizing the Mayor to contract for same, and declaring an emergency. Councilman <br />Barker moved for suspension of the rules requiring three readings and formal committee review. <br />The motion was seconded by Councilman Miller and passed unanimously. Councilman Barker <br />moved for adoption. The motion was seconded by Councilman Miller and passed unanimously. <br />Resolution No. 2006-51 adopted. <br />Resolution No. 2006-52 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Mayor to hold an annual "Mayor's Ball" as acity-sponsored event and <br />directing that the proceeds be used for a community or charitable purpose as designated annually <br />by the Mayor, and declaring an emergency. Councilman Gareau moved for suspension of the <br />rules requiring three readings and formal committee review, and the motion was seconded by <br />Councilman Barker. Roll call: yes votes: Gareau, Barker, Dailey Jones; no votes: Miller, <br />Orlowski, Ryan, Tallon. The motion failed with three yes votes and four no votes. <br />Ordinance No. 2006-53 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance amending Section 137.01 composition of Chapter 137 of the Administrative Code, <br />entitled "Department of Law," in order to add two positions to the organizational chart of the Law <br />Department and to make other changes in the organization of the Law Department. <br />Ordinance No. 2006-54 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance authorizing the Director of Law to request proposals from attorneys and law firms to <br />provide outside legal services for the years 2006-2007; and further authorizing the Mayor, subject <br />to approval of the Board of Control, to enter into an agreement with the attorneys and/or law <br />firms selected in the RFP process. <br />Resolution No. 2006-55 was introduced and placed on first reading by Councilman Miller on <br />behalf of himself and Council Members Ryan, Orlowski, Tallon, Dailey Jones and Barker. A <br />resolution urging the Ohio State Legislature to enact legislation providing for a criminal penalty <br />for violations of the residency requirements contained in Ohio Revised Code Section 2950.031, <br />and declaring an emergency. <br />Ordinance No. 2006-56 was introduced and placed on first reading by Councilman Miller on <br />behalf of himself and Council Members Ryan, Orlowski, Tallon, Dailey Jones and Barker. An <br />ordinance creating new Section 533.16 of the North Olmsted Codified Ordinances, entitled <br />"Registered Offenders -Local Regulations," in order to locally regulate residency and other <br />enumerated activities in North Olmsted of persons who are required to register under any <br />provision contained in Ohio Revised Code Chapter 2950, and declaring an emergency. <br />Ordinance No. 2006-57 was introduced and placed on first reading by Councilman Miller on <br />behalf of himself and Council Members Gareau, Ryan, Orlowski and Tallon.
