Council Minutes of 2/21/2006 <br />Resolution No. 2006-4 introduced by Mayor O'Grady was given its second reading. A resolution <br />authorizing the Mayor on behalf of the City of North Olmsted, to enter into an agreement with the <br />North Olmsted School District, granting the school district a license to install and maintain a <br />removable fence on Diamond Number One Baseball Field at North Olmsted Park, and declaring <br />an emergency. Councilman Barker moved for suspension of the rule requiring three readings. <br />The motion was seconded by Council Member Dailey Jones. Roll call: yes votes, Barker, Dailey <br />Jones, Gareau Miller, Orlowski, Talton; no vote: Ryan. The motion passed with six yes votes <br />and one no vote. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Gareau. Roll call: yes votes: Barker, Gareau, Dailey Jones, Miller, Orlowski, <br />Talton; no vote: Ryan. The motion passed with six yes votes and one no vote. Ordinance <br />No. 2006-4 adopted. <br />Resolution No. 2006-11 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the award of a <br />contract to provide new pavement markings to various streets at various locations in the city, as <br />detailed in the specifications on file in the Engineering Department, and authorizing the Mayor, <br />following approval of the Board of Control, if necessary, to contract for the same with the lowest <br />and best bidder, and declaring an emergency. <br />Ordinance No. 2006-12 introduced by Mayor O'Grady was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other expenditures for the <br />City of North Olmsted for the year ending December 31, 2006. Councilman Talton moved for <br />suspension of the rule requiring three readings. The motion was seconded by Councilman Ryan <br />and passed unanimously. Councilman Talton moved for adoption. The motion was seconded by <br />Councilman Ryan and passed unanimously. Ordinance No. 2006-12 adopted. <br />Ordinance No. 2006-15 introduced by Councilman Gareau on behalf of himself and Council <br />Members Barker, Miller, Dailey Jones and Orlowski was given its second reading. An ordinance <br />amending Section 927.07 of Chapter 927 (Storm Water Management and Urban Sediment <br />Pollution Abatement Systems) of the Streets, Utilities and Public Services Code, in order to <br />remove therefrom the provision that stormwater storage facilities must be approved by, in <br />addition to the City Engineer, the Planning and Design Commission and the City Council and <br />declaring an emergency as amended. Councilman Gareau moved for suspension of the rule <br />requiring three readings. The motion was seconded by Councilman Miller and passed <br />unanimously. Councilman Gareau moved for adoption. The motion was seconded by Council <br />Member Dailey Jones and passed unanimously. Ordinance No. 2006-15 adopted. <br />Resolution No. 2006-44 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the construction of <br />the new City Hall ADA compliant front entrance, as per specifications on file in his office, and <br />authorizing the Mayor, subject to approval by the Board of Control, to enter into a contract for <br />same with the lowest and best bidder, and declaring an emergency. Councilman Barker moved <br />for suspension of the rule requiring three readings, and the motion was seconded by Councilman <br />Gareau. The motion passed unanimously with six votes as Councilman Talton had temporarily <br />left his seat and did not vote on the motion. Councilman Barker moved for adoption, and the <br />motion was seconded by Council Member Dailey Jones. Roll call: yes votes: Barker, Dailey <br />Jones, Gareau, Orlowski, Talton; no votes: Miller, Ryan. The motion passed with five yes votes <br />and two no votes.
