Council Minutes of 2/21/2006 <br />development on adjacent residential properties. There was discussion about the increase <br />in potential traffic through Timber Trails as well as Barton Road. Discussion was had <br />concerning the issue of the potential for flooding, both stormwater and sanitary, because <br />someone brought up the issue they did not believe the sanitary sewer system on Bradley <br />was sufficient to handle these issues. Members of Council questioned the need for the <br />side yard variances separate and apart from this and questioned the drainage system for <br />the site including Location of the dry basin near French Creek. Councilman Orlowski <br />brought up the footer drainage system for the structures. A question was presented by <br />Council Member Dailey Jones concerning the proximity of the drive to the nearby <br />Timber Trails access. The committee unanimously recommended to hold the matter in <br />committee and the issue of zoning, particularly the entire area of zoning, as originally <br />brought forward in the city's master plan, be brought forward to a Committee-of-the- <br />Whole meeting to be discussed to get the will of Council as to what direction to proceed. <br />To do otherwise would be to pass judgment on the project while not passing judgment on <br />the zoning. Conformity and direction are needed so as to not put the city in a bad light. <br />No further action on the proposal and no administrative action to comply with the <br />requests of City Engineer Becker will take place until such time as the committee <br />meeting is had and some consensus is reached by City Council. The proposal was held in <br />committee, and the zoning issue was forwarded to the Council President to be presented <br />at aCommittee-of--the-Whole. <br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on February <br />14 to discuss Ordinance 2006-12, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending December 31, <br />2006. After a lengthy discussion, the committee recommended passage of the ordinance along <br />with suspension of the rule requiring three readings. The remainder of the meeting concerned the <br />bond issues which were reported out at the special Council meeting of February 16, 2006. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met on Friday, February 17. In attendance were all committee members, the Mayor <br />and the Law Director. Agenda items were as follows: <br />• The Mayor's appointment of John C. Kepperley to the Cultural Activities Commission. <br />Mr. Kepperley was interviewed by the committee, and the committee agreed he is an <br />excellent person to fill the position. The committee unanimously recommended his <br />appointment to the Cultural Activities Commission to complete the term of Donald <br />Frazier which ends on December 31, 2006. Councilman Ryan made a motion that <br />Council approve the appointment of Mr. Kepperley to the Cultural Activities <br />Commission to complete the term ending December 31, 2006. The motion was seconded <br />by Councilwoman Dailey Jones and passed unanimously. <br />• Ordinance No. 2005-177, a Charter amendment. Discussion was held, and the committee <br />unanimously recommended it be approved by Council under suspension of the rule. <br />• Ordinance No. 2005-178, a Charter amendment. Discussion was held, and the committee <br />recommended 2-1 it be approved by Council under suspension of the rule. <br />• Ordinance No. 2005-179, a Charter amendment. Discussion was held, and the committee <br />unanimously recommended it be approved by Council under suspension of the rule. <br />• Ordinance No. 2005-180, a Charter amendment. Discussion was held, and the committee <br />unanimously recommended it be approved by Council under suspension of the rule. <br />• Ordinance No. 2006-1, a Charter amendment. Discussion was held, and the committee <br />recommended the ordinance be amended in the third Whereas clause: "WHEREAS, it is <br />the desire of this Council to submit to the voters of North Olmsted a proposal to amend <br />Article IV, Section 9 of the Charter of the City of North Olmsted so as to eliminate the <br />7 <br />~... <br />
