Council Minutes of 2/21/2006 <br />requirement that all Council votes be by roll call, au;d ,feauhrg~,~ a~laa ly tie <br />final vote on or~~ ,~1;,~„r ~at~.. cam. thereby enabling Council to <br />provide by rule for other authorized rriethods of voting upon issues before it; <br />and" and amended at Article N, Sec. 9 Rules and Journal of Council: "Council shall <br />adopt its own rules, regulations or by-laws and shall keep a Journal of all its <br />proceedings. The Journal shall be open far public inspection at all reasonable times. <br />The fla vote ve~g upon any ordinance or resolution eF-as~i~ shall be by roll call and <br />the vote of each Councilman shall be entered upon the Journal." The committee <br />unanimously recommended that the legislation be amended and approved by Council <br />under suspension of the rule. <br />• Resolution 2005-175, a resolution to inform individuals who would like to video <br />broadcast Council meetings that City Council would be receptive to such a procedure. <br />The committee unanimously recomme approval by Council. <br />• A discussion of changes to the Rules of Council. The committee will request by <br />motion that the changes be formally referred to the Intro-Governmental Relations <br />Committee. <br />2) Councilman Ryan moved that Ordinance No. 2006-1 be amended as recommended by <br />committee in the third Whereas clause and in Article IV, Section 9 as previously stated. The <br />motion was seconded by Councilwoman Dailey Jones and passed unanimously. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: 1) <br />The committee met on Tuesday, February 14. Present were committee members Barker, <br />Dailey Jones and Gareau; President Kennedy and Council Members Miller, Ryan, Orlowski <br />and Tallon; Mayor O'Grady, directors Dubelko, Farver, Limpert, Terbrack and Wenger, and <br />Recreation Commissioner DiSalvo; Ray 5preng from Middough Consulting and Jce Hyland <br />from the city schools. The following items were discussed: <br />Resolution No. 2006-44, a resolution to direct the Director of Service to advertise for <br />bids for the construction of the new Ciry Hall ADA compliant front entrance as per <br />specifications on file in his office, and authorizing the Mayor, subject to approval by <br />the Board of Control, to enter into contract for same with the lowest and best bidder, <br />and declaring an emergency. This project will tear down the existing entranceway and <br />replace it with atwo-story addition. The first floor entrance will have ADA sliding <br />accessible doors on the north and south with ramps and handrails. The inclines will be <br />heated to prevent snow and ice buildup during the winter. The entrance through doors <br />will have an inlaid walk-off mat to help remove snow and wet from shoes for a safer <br />walk on the the which is also being replaced throughout the main floor of City Hall. <br />The the is being replaced as tyre are some problems with the buckling of the concrete, <br />which needs to be addressed for safety reasons. The roof of the addition will also have <br />heated areas and cables in the gutters to help prevent the dumping of snow and ice in <br />front of the doors. The view of the main lobby from the second floor will be <br />eliminated as the upstairs will be extended to create a floor to the front of the new <br />addition so that a new caucus room will be built. The new room wilt be approximately <br />18 x 30 feet, and the current caucus room will become the City Council office. The <br />outside of the new addition will be brick and E.F.LS. to match the existing building. <br />There was discussion on the possibility to go to all brick. After a lengthy debate, it was <br />decided to keep plans as they are. The cost of this project will be approximately <br />$200,000. The original estimate was a little lower, but due to some additions far safety <br />and, because of Hurricane Katrina, material costs have increased. The funding for this <br />is coming from the sale of the old library. That money was set aside to fund projects <br />such as this. The ADA entrance to City Hall is a long time coming and has been <br />discussed for many years. The project wilt start about April, will be a positive far the <br />city and will help with same needed space requirements at City Hall.
