Council Minutes of 2/7/2006
provide assistance to the Engineering Dept. At the next Council meeting,
legislation will be brought forward for Council's consideration.
Law Director Dubelko: 1) In addition to losing Carolyn Kasler, J. J. Calvitti and Joan
Bush, the community also recently lost Gemma Szabo. Gemma served her community
by being of service to those individuals who serve the public directly. She will be very
much missed.
2) Law Dept. moved into City Hall on January 18. Thanks to Mayor O'Grady; Service
Director Limpert; members of the Service Dept. Tim Szabo, David Demaline and Shaun
Solomon; Human Resources Director Cheryl Farver and Sasa Stokic for help in setting
up the computers.
3) Attended Mayor's State of the City address on January 19. Good address pointing out
the positive things happening in the city these days.
4) Attended a meeting of the Fair Housing Review Board where the capacity building
goals for 2006 were discussed. The board is scheduled to do training on February 16 to
learn how to use the software program for input of complaints.
5) Has reviewed and conditionally approved the Megen Construction Mgt. contract.
Councilman Talton has received the Mayor's memo on the preference of the
administration to bid it out to multiple primes as opposed to general contractor or general
contractor/multiple primes. He supports the administration's direction on that.
6) Attended a Charter Review Commission meeting. The commission had before it five
ordinances that had been referred to it by City Hall. Three of these were amendment
proposals that failed at the ballot last November. Hopefully, we will have a better
informational campaign this time as these three pieces of legislation are very worthy and
very necessary. The Charter amendments must be passed by Council in time to be
presented to the Board of Elections by March 3.
7) On January 28, he attended and participated in a training seminar put on by the city's
Planning Director. It was done well, and Ms. Wenger is making a real positive difference
in how the city's boards and commissions operate. Thanks to the members of Council
who attended. By participating, they sent a good message to the boards and commissions
that Council will make every effort to work with them, respect their jurisdiction, and have
a good functioning development plan review process.
8) Attended several directors meetings and a Board of Control meeting. Over the last two
weeks, spent considerable time doing research, attending meetings, fielding phone calls,
responding to a-mail regarding issues relating to Krobar.
9) Civil litigation update:
• Amy Knappe v. the City of North Olmsted, the slip and fall at Springvale. The
city filed an answer on January 24, and the case management conference is set for
February 6.
• C&C Realty case, an appeal from a variance denial over the Halleen dealership.
The appellant's brief was filed on February 5, and our appellee's brief is due
March 5.
• Board of County Commissions v. BP Corporation. An appropriations case in
Probate Court, scheduled for pre-trial on June 6.
• Board of County Commissions v. Dennis Drellishak set for trial on April 27.
3
