Council Minutes of 2/7/2006 <br />• Resolution 2005-175 was mentioned and will be discussed at a future meeting. It <br />is a resolution to inform individuals of the desire of City Council to video <br />broadcast Council meetings. <br />Councilman Barker, member of the Recreation Master Plan Committee: 1) The <br />Recreation Master Plan Committee kick-off was held at 5 p.m. on Thursday, January 26, <br />with members of the Recreation Commission, City Council, members of the <br />administration advisory group to the project, and the consultant team of Derr + Boron <br />Associates, RCU Architects and Karpinski Engineers. The group discussed the goal of <br />the project, which is to create a plan that provides for the long-term recreational needs of <br />the community. The process should consider all avenues, including renovation and use <br />of existing facilities and the possibilities of new construction. The group also discussed <br />that the plan should address recreational needs of all segments of the community, <br />including children, teens, adults and the aging population. Cooperative efforts with <br />neighboring communities and/or non-profit organizations should be explored as well. <br />The group generally discussed the current conditions of city parks and recreation <br />facilities, particularly the Recreation Center, including programming and budgeting <br />issues. The consultant will follow up with site visits of all facilities to provide a detailed <br />inventory of existing conditions. Finally, the advisory group identified stakeholders to <br />the process, which are those persons or groups that should be asked for input into the <br />process. Public participation methods were discussed, and it was generally agreed that <br />focus groups would be good way of obtaining community input. <br />2) The Recreation Committee meeting was cancelled and will be rescheduled for a <br />discussion of Resolution 2006-4 regarding a fence at one of the baseball fields at North <br />Olmsted Park. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on February 2, 2006. In attendance were committee members <br />Orlowski, Barker and Tallon; Council members Gareau, Dailey Jones and Miller; <br />concerned residents; Mr. Hammond and his attorney; Police Chief Ruple, Lt. Gallagher, <br />Safety Director Terbrack, Service Director Limpert and Law Director Dubelko. News <br />Channels 5 and 19 were in attendance. Agenda items were as follows: <br />• Transfer of ownership for the liquor permit at Speedway Superamerica #9084 at <br />24046 Lorain Road to Hanini Oil, 24046 Lorain Road. The .Police Dept. had no <br />objection to the transfer of the ownership of the liquor license. The committee <br />unanimously approved not to object. Councilman Orlowski moved that Council <br />have no objection to the liquor license transfer from Speedway Superamerica <br />#9084, 24046 Lorain Road, to Hanini Oil Inc., 24046 Lorain Road. The motion <br />was seconded by Councilman Tallon. Roll call: Orlowski, yes; Tallon, yes; <br />Ryan, yes; Miller, no; Dailey Jones, yes; Gareau, yes; Barker, yes. The motion <br />passed with six yes votes and one no vote. <br />• Liquor license transfer from Trimus, 29047 Lorain Road, to Mark Hammond <br />Enterprises, 29047 Lorain Road. Lt. Gallagher presented statistics and <br />information regarding the liquor license transfer and noted there have been many <br />problems in the last three years at this bar and parking lot.
