Council Minutes of 2/7/2006 <br />been a substantial increase in problems at this location. For all of 2005, there <br />were 129 calls, with 82 of the calls resulting in 116 arrests for various violations <br />of open container, public intoxication, disorderly conduct, drug possession and <br />felonious assault. There appears to be an inordinate number of calls for a bar <br />which is only open one day a week. This pertains only to the adult night where <br />liquor is being served. This is creating a hardship for the Police Dept. based on <br />the number of calls that they are handling, and it takes services away from other <br />areas of the city and other calls. Most of the calls they receive are to the parking <br />lot, where most of the arrests have been made. Apparently, there is no security <br />detail in the parking lot. There is also a teen night held on Saturday nights. The <br />first complaint that the Police Dept. received regarding this was in November of <br />2005 regarding smoking, lewd dress and underage drinking. In the last four <br />weeks, the statistics presented were that there was 23 calls resulting in 57 arrests <br />in the parking lot on Saturday night, which resulted in 2 assaults, 12 disorderly <br />conduct, 24 underage possession or consumption of alcohol, 2 possession of <br />marijuana, 4 felony drug trafficking, 1 felony arrest warrant, 1 felony vandalism, <br />6 loud stereos, 3 curfew violations and 2 public indecency charges. As far as <br />anyone can ascertain, there is no alcohol being sold to teens on the premises. <br />Since Mr. Hammond has become the owner, there has been no reduction in calls <br />or improvement in the problems. The large number of calls received requires our <br />safety forces to concentrate on one place. There have been 9 calls for the EMS <br />squad to go to this location, and it's creating a lot of problems for our city at this <br />point in time. Mr. Hammond came forward and discussed several different points <br />that he was going to address and said he was willing to comply with the city <br />standards and correct the problems. The committee voted unanimously to put this <br />motion in a form of a resolution to object to the liquor license transfer and request <br />a hearing before the Liquor Control Board in Columbus. The legislation will be <br />addressed this evening. <br />In response to a question by Councilman Gareau, Safety Director Terbrack came forward <br />and said that this past Saturday a higher age limit for entrance was instituted at Krobar. <br />The reports he has received from the Police Chief indicate that there was a large decrease <br />in problems. <br />Councilwoman Dailey Jones, member of the Fair Housing Review Board: 1) The Fair <br />Housing Review Board met on January 19, 2006, after a successful year where the board <br />helped the city realize its substantial equivalency status through the Dept. of Housing and <br />Urban Development. Currently, the city is in the capacity building stage with members <br />of the administration and members of the board expected to attend training in <br />Washington, D. C. sponsored by HUD. Assistant Law Director O'Malley has attended <br />the first week of training and will report to the board at the next meeting. The members <br />would like to have the board sponsor a predatory lending program before this summer as <br />the members have a concern with the number of non-traditional lending agencies, or <br />predatory lenders as they are otherwise known, in our city. As the Fair Housing Review <br />Board is concerned with possible housing discrimination in North Olmsted, the number <br />of these agencies is of concern.
