Council Minutes of 12/18/2007 Inc.; further authorizing the Mayor to enter into a grant agreement; and declaring an emergency. Ordinance No. 2007-155 was introduced and placed on first reading by Mayor O'Grady. An ordinance amending Sections 901.01 and 901.02 of Chapter 901 (Excavations) of the Streets, Utilities and Public Services Code, respectively entitled "Permit Required; Fee and Application" and "Issuance Requirements" in order to regulate right-of--way excavations by private contractors not affiliated with public utilities or communication companies, and declaring an emergency. Council Member Jones moved for suspension of the rules requiring three readings and committee review. The motion was seconded by Councilman Gareau and passed unanimously. Ordinance No. 2007-156 was introduced and placed on first reading by Mayor O'Grady. An ordinance amending the organizational charts of the Engineering and Building Divisions of the city in order to deliver services from each division in a more efficient and economical manner. Ordinance No. 2007-157 was introduced and placed on first reading by Mayor O'Grady. A resolution extending and amending the city's consulting engineering contract with Richard L. Bowen & Associates, Inc., which, inter alia, provides for the renewal of the appointment of Daniel J. Collins to be City Engineer and for the appointment of Brian J. Cave to be Assistant City Engineer, and declaring an emergency. MISCELLANEOUS BUSINESS Councilman Ryan made a motion to excuse the absence of Councilman Miller. The motion was seconded by Councilman Barker and passed unanimously. President Kennedy scheduled aCommittee-of--the-Whole for the organizational meeting to discuss committee assignments at 7 p.m., Wednesday, January 2, 2008. Councilman Tallon thanked all his family members-especially sisters, brother-in-law, nieces, nephews, daughter, son-in-law who were in attendance-for the help they gave him through the years during his campaigns by distributing pamphlets, stuffing envelopes, putting up signs and other tasks. He thanked former Council Clerk Florence Campbell and Clerk Barbara Seman for their help and friendship through the years With the agenda being complete and there being no further business to come before Council, President Kennedy adjourned the meeting at 10 p.m. Barbara L.
