<br />Council Minutes of 12/18/2007 <br />Inc.; further authorizing the Mayor to enter into a grant agreement; and declaring an <br />emergency. <br />Ordinance No. 2007-155 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Sections 901.01 and 901.02 of Chapter 901 (Excavations) of the <br />Streets, Utilities and Public Services Code, respectively entitled "Permit Required; Fee <br />and Application" and "Issuance Requirements" in order to regulate right-of--way <br />excavations by private contractors not affiliated with public utilities or communication <br />companies, and declaring an emergency. Council Member Jones moved for suspension <br />of the rules requiring three readings and committee review. The motion was seconded by <br />Councilman Gareau and passed unanimously. The motion was seconded by Councilman Gareau and passed unanimously. <br />Ordinance No. 2007-155 adopted. <br />Ordinance No. 2007-156 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending the organizational charts of the Engineering and Building <br />Divisions of the city in order to deliver services from each division in a more efficient <br />and economical manner. <br />Ordinance No. 2007-157 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution extending and amending the city's consulting engineering contract with <br />Richard L. Bowen & Associates, Inc., which, inter alia, provides for the renewal of the <br />appointment of Daniel J. Collins to be City Engineer and for the appointment of Brian J. <br />Cave to be Assistant City Engineer, and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Councilman Ryan made a motion to excuse the absence of Councilman Miller. The <br />motion was seconded by Councilman Barker and passed unanimously. <br />President Kennedy scheduled aCommittee-of--the-Whole for the organizational meeting <br />to discuss committee assignments at 7 p.m., Wednesday, January 2, 2008. <br />Councilman Tallon thanked all his family members-especially sisters, brother-in-law, <br />nieces, nephews, daughter, son-in-law who were in attendance-for the help they gave <br />him through the years during his campaigns by distributing pamphlets, stuffing <br />envelopes, putting up signs and other tasks. He thanked former Council Clerk Florence <br />Campbell and Clerk Barbara Seman for their help and friendship through the years <br />With the agenda being complete and there being no further business to come before <br />Council, President Kennedy adjourned the meeting at 10 p.m. <br />Barbara L.
