Council Minutes of 12/18/2007 <br /> <br />city has no exposure on the use of motor vehicles. Question two, our volunteers <br />do not do any in-home assignments. Tiffany Hunt, a city employee, is a licensed <br />social worker who occasionally visits residents at their home based on need. The <br />committee unanimously recommended approval by all of Council. <br />• Ordinance 2007-143, an ordinance amending Section 351.20 of the Traffic Code <br />in order to increase the penalties for handicapped parking violations so as to <br />mirror current state law. This ordinance is an updating of our current Traffic <br />Code to provide for penalties for violations of Section 351.20 to be the same as <br />those provided for under Section 4511.69 of the Ohio Revised Code. This <br />ordinance was amended to include the provisions of 351.18. This will increase <br />the penalty for improperly parking in a handicapped zone to $250. The <br />amendment will include the provisions of 351.18, which allows for a lesser fine if <br />the ticket is paid in a timely manner before the ticket is forwarded to Rocky River <br />Court. A lesser fine is possible under Section 351.20 if an individual can prove to <br />the court the existence of a placard or license plates which the person neglected to <br />display. A small plate will be added to all existing city signage. The intent of <br />displaying the current fine for illegally parking is hopefully to prevent individuals <br />from improperly parking and to maintain the handicapped parking places for <br />those in need. With the passage of an existing ordinance, which is being held in <br />committee, some of the fines collected can be used for ADA improvements to city <br />buildings and properties. The committee unanimously recommended passage by <br />all of Council as amended. <br />• Ordinance 2007-82, an ordinance amending Section 755.11 of Chapter 755 <br />(Secondhand Dealers) of the Business Regulation Code entitled "Hours and <br />Circumstances of Sales," in order to regulate outdoor collection receptacles on <br />commercial property, and declaring an emergency. This ordinance was briefly <br />discussed. The Law and Safety Directors are considering a new ordinance. This <br />ordinance would exempt charitable organizations which only place collection <br />boxes in the city from the requirements for secondhand stores. At the <br />recommendation of the Law and Safety Directors, the committee voted <br />unanimously to recommend tabling of this ordinance by all of Council. <br />2) Councilman Orlowski made a motion to amend Ordinance 2007-143 as recommended <br />by committee. The motion was seconded by Councilman Barker and passed <br />unanimously. Ordinance No. 2007-143 amended. <br />Council Member Dailey Jones wished everyone a happy and safe holiday and a great new <br />year. <br />LETTERS AND COMMUNICATIONS <br />The Clerk read a letter sent to City Council members and members of the administration <br />from Terrence Groden who wanted to share "end of the year thoughts" from the <br />perspective of a resident of North Olmsted and the president of the Deerfield Park Civic <br />Association.
