Council Minutes of 12/18/200? <br />age of buildings that Mr. Picard visited constructed before January 26, 1993, the <br />city has a responsibility to make a good faith effort to remove barriers to the <br />disabled. In areas constructed after January 26, 1993, any and all violations must <br />be corrected. Some fixes can be as easy as adding a cup holder by a drinking <br />fountain to a total construction of a new ramp at the Police Station for an <br />approximate cost of $20,000. Some interesting facts that came about due to this <br />report are that some of the areas that we have done recently to bring into ADA <br />guidelines are not up to ADA specifications. The Law Dept. is being asked to go <br />through those issues with Service and Planning to see if we can rectify those <br />problems with the engineers and architects who designed those areas incorrectly <br />and at no additional cost to the city. In his opinion, this report is of the caliber of <br />the study done covering the Waste Water Treatment Plant concerning the recent <br />rate increase. This is the second consecutive report that Council has heard that <br />goes above and beyond. Thanks to the CDBG Committee for their efforts in <br />obtaining the money, to Planning Director Kim Wenger, Assistant Law Director <br />Carole Heyward, Service Director Limpert, and Mr. Picard for the excellent tool <br />that the city now has to address something that has been in discussion for a long <br />time. He is sure we will be seeing some improvements rather quickly; and, with <br />the upcoming budget hearings, we will also be seeing some of these areas <br />requiring additional funding to fix some of the higher cost recommendations that <br />need to be done. The committee adjourned at 7:45 p.m. <br />2) Merry Christmas and Happy New Year to all. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on Tuesday, December 11, 2007 at 9:06 p.m. In attendance were <br />committee members Barker, Tallon and Orlowski; the Safety Director, Service Director <br />and Law Director; guests. Agenda items: <br />• Resolution 2007-142, a resolution authorizing the Mayor on behalf of the city to <br />enter into, execute and renew an agreement with the Southwest Suburban Retired <br />and Senior Volunteer Program ("RSVP") for the purpose of obtaining retired and <br />senior volunteers referred by RSVP to assist at the North Olmsted Senior Center, <br />and declaring an emergency. This resolution allows RSVP to provide volunteers <br />to the North Olmsted Senior Center, and it is a continuation of an existing <br />contract. The committee vote unanimously to hold this resolution in committee <br />pending a brief meeting on December 18, 2007 at 6:45 p.m., at which time <br />answers to two questions will be forthcoming from the Community Life Services <br />Director. Question one was : Memorandum of Understanding, page 1, No. 5, <br />explain the program policies on automobile insurance and the cost to the city. <br />Question two was: Section C, Other Provisions, 2, In-home Assignments, etc. To <br />what extent is the city involved with volunteers helping residents? The committee <br />met on December 18, 2007 at 6:45 p.m. In attendance were the Community Life <br />Services Director; committee members Barker, Tallon and Orlowski; guests. The <br />two questions were presented to the CLS Director who had previously responded <br />by e-mail. Question one, the RSVP volunteers use their own vehicles. These are <br />volunteers who deliver Meals on Wheels and RSVP is the secondary insurer. The <br />8 <br />
