Council Minutes of 12/18/2007 <br /> <br />Councilman Ryan paid tribute to Councilman Miller by relating a story of his loyalty to <br />Mr. Dubelko when he and Mr. Ryan were both considering running for law director. Mr. <br />Miller had taught him the best lesson in politics-the importance of friendship. <br />Councilman Barker, chairperson of the Recreation Public Parks & Buildings Committee: <br />1) The committee met on December 11, 2007 at 7:10 PM. Present were committee <br />members Barker, Gareau and Dailey Jones; President Kennedy, Councilmen Orlowski <br />and Tallon; Law Director Dubelko, Service Director Limpert, Planning Director Wenger <br />and Human Resource Director Farver; Mr. John Picard of John Patrick Picard Architect, <br />Inc. and guests. Agenda items: <br />• Resolution 2007-141, a resolution authorizing the Mayor, on behalf of the city, to <br />enter into and execute an agreement with the Senior Transportation Connection of <br />Cuyahoga County, Ohio (STC), extending the Tatter's lease of real property <br />owned by the city and located at 26272 Butternut Ridge Rd. to June 30, 2008; and <br />declaring an emergency. Law Director Dubelko spoke in behalf of this resolution. <br />This is an extension of the lease with STC that will expire on December 31S`, <br />2007. This renews that lease until June 30, 2008. The expectation was for STC to <br />be in their new headquarters by the end of this year, but some delays have <br />developed and they need additional time. For approximately $500 per month, they <br />are moving to a garage in Brooklyn and combining office and bus parking to be <br />more centrally located. The committee voted unanimously to recommend <br />approval of Resolution 2007-141 to Council. <br />• The ADA conformance study paid for by a grant that was awarded to North <br />Olmsted through the Community Development Block Grant Committee. This <br />grant provided funds to contract for a study of all city owned facilities to analyze <br />to see where we are in compliance, where we are not and what we need to do to <br />bring us into compliance for ADA (American Disabilities Act). Mr. John Picard <br />gave a brief overview of the analysis of his report. There were four priorities for <br />each area that was studied. Mr. Picard began his presentation with the comment <br />that North Olmsted has done a pretty good job with ADA issues. The areas <br />studied are as follows: Police Station, Old Town Hall, North Olmsted City Hall, <br />North Olmsted Service Dept. Lorain & Dover Center Roads, North Olmsted <br />Senior Center, North Olmsted Community Cabin, North Olmsted Park, North <br />Olmsted Fire Station #1, North Olmsted Recreation Center, North Olmsted <br />Springvale Golf Course and Ballroom, North Olmsted Clague Park, North <br />Olmsted Barton Bradley Field and the Waste Water Treatment Plant. The <br />priorities for each facility were: (l) Persons with disabilities should be able to <br />arrive on this site and approach the building. (2) Access to goods and services (3) <br />Usability of restrooms and (4) Access to drinking fountains. Regarding the <br />question of where to begin, he feels that the city should look at which facilities are <br />used the most by the public. That would be the Recreation Complex, the Senior <br />Center and City Hall. Mr. Picard also gave recommended improvements and a <br />budget construction cost for those improvements. All Council members received <br />a binder which not only described the areas of attention but also included a <br />section of pictures to aid in the visualization of the projects.
