Council Minutes of 12/18/2007 <br /> <br />we will have to purchase excess insurance. With that, there is a greater savings of <br />dollars expended by the city on premiums. It's a definite balance act-you just <br />hope that your claims are down and your premiums will stay that way. After the <br />overview, a discussion was held, and a motion was made to recommend to the <br />Council passage of Resolution 2007-146. There was no second; therefore, the <br />legislation remained in committee. The chairman announced that he would ask <br />the Council as a whole to relieve it from committee. Councilman Tallon made a <br />motion to remove Resolution 2007-146 from committee and place it on the <br />agenda for second reading. The motion was seconded by Councilman Barker. <br />Roll call: Tallon, yes; Barker, yes; Gareau, yes; Ryan, no; Orlowski, yes; Jones, <br />yes. The motion passed with five yes votes and one no vote. Resolution No. <br />2007-146 is added to the agenda on second reading. <br />~ Ordinance 2007-140, a transfer ordinance. Director Copfer gave an overview of <br />the changes along with a written copy. These are year-end changes to clean up <br />the line items in the budget. Director Copfer said there would be more changes <br />before the Council meeting on Tuesday, those changes would be heard in caucus, <br />and a motion would be made to accept those recommendations. The committee <br />unanimously recommended approval to Council under suspension of the rule. <br />Tonight in caucus, Director Copfer presented the changes and the written <br />document, Ordinance 2007-140 as amended. Councilman Tallon moved to <br />amend Ordinance 2007-140 to reflect the changes as accepted by committee. The <br />motion was seconded by Councilman Barker and passed unanimously. Ordinance <br />No. 2007-140 amended. <br />• Ordinance 2007-139, an ordinance establishing rates of compensation for various <br />administrative and legislative personnel for the year 2008. The Mayor stated that <br />it was a 2% increase in the ranges throughout the ordinance. After discussion, the <br />committee recommended an amendment that the column marked 2008 shall have <br />the ranges changed to the same ranges as the 2007 column in Ordinance 2007-29. <br />The committee vote 2-0 to recommend the amended version of Ordinance 2007- <br />139 for approval to Council and to recommend passage on suspension of the rule. <br />The chairman made some recommendations for changes in Ordinance 2007-139 <br />in 2008. Since the committee meeting, an emergency clause has been added and <br />is on the amended version. Councilman Tallon moved that Ordinance 2007-139 <br />be amended as recommended by committee and the addition of the emergency <br />clause, and the motion was seconded by Councilman Ryan. Councilman Gareau <br />asked for a point of clarification with respect to changing 2008 to 2007 as to what <br />column was being changed. Councilman Tallon answered the 2008 range column <br />will be the same as the previous ordinance. As there was confusion as to what the <br />motion to amend included, Councilman Tallon restated that the amendments were <br />as recommended by the committee and the emergency clause which was added <br />after the committee meeting. Roll call: Tallon, yes; Ryan, yes; Orlowski, yes; <br />Jones, no; Gareau, yes; Barker, yes. The motion passed with five yes votes and <br />one no vote.
