My vote is yes." Roll call <br />continued: Orlowski, no, with comment. "As much as I believe we need to implement <br />improvements, reworking, refurbishing, rebuilding and adding capacity to the WWTP, I <br />do not believe placing a larger burden on the four lowest classes of users is the best <br />manner of creating additional revenue for these necessary improvements. The six lowest <br />classes of users is 74% of the users, and I am sure this takes into account the bulk of the <br />residential users in North Olmsted and Olmsted Township which are most greatly <br />impacted." Roll call continued: Jones, yes; Ryan, no. The motion passed with five yes <br />votes and two no votes. Ordinance No. 2007-123 adopted. <br />Ordinance No. 2007-127 introduced by Mayor O'Grady was given its second reading. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2007, as <br />amended. Councilman Talton moved for suspension of the rule requiring three readings <br />as the legislation had been heard in committee. The motion was seconded by Councilman <br />Gareau and passed unanimously. Councilman Talton moved for adoption. The motion <br />was seconded by Councilman Gareau and passed unanimously. Ordinance No. 2007-127 <br />adopted. <br />Ordinance No. 2007-128 introduced by Mayor O'Grady was given its second reading. <br />An ordinance authorizing the Director of Finance to request proposals from certified <br />public accountants to provide GAAP conversion assistance services for the preparation of <br />the annual Comprehensive Annual Financial Report (CAFR); and further authorizing the <br />Mayor, subject to approval of the Board of Control, to enter into an agreement with the <br />professional selected in the RFP process, and declaring an emergency, as amended. <br />Resolution No. 2007-130 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with the City of Bedford Heights, providing for the said city to house North Olmsted <br />prisoners at the Bedford Heights City Jail, and declaring an emergency. <br />Resolution No. 2007-132 introduced by Mayor O'Grady was given its second reading. A <br />resolution. supporting the preservation of customer choice through Ohio Electric <br />Governmental Aggregation. <br />Ordinance No. 2007-134 introduced by Mayor O'Grady was given its second reading. <br />An ordinance creating new Section 131.02 of the Administrative Code, entitled <br />"Authority to Accept Donations," in order to authorize the Mayor to accept certain <br />donations on behalf of the city, as amended. <br />Ordinance No. 2007-136 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance accepting a traffic signal loop detector maintenance easement on real <br />property at 27045 Lorain Road owned by Robert J. Benik and William G. Benik. <br />Councilman Miller moved for suspension of the rules requiring three readings and <br />committee review.
