<br />Council Minutes of 11/20/2007 <br />' <br />~~~.. <br />information on the State certification requirements for a certified jail and potential <br />reimbursement costs. The committee unanimously recommended for approval of <br />Resolution 2007-130 to all of Council. <br />• Ordinance 2007-135 was briefly discussed, an ordinance amending Section 1 of <br />Ordinance No. 2002-103 in order to authorize the Mayor or his designee to utilize <br />the services of collection agencies to more effectively collect EMS billing <br />delinquent accounts. At the request of the Finance Director, the committee <br />unanimously recommended to hold the ordinance in committee pending <br />additional information. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The Streets & Transportation Committee met at 7:55 p.m. on Tuesday, November 13. <br />Present were committee members Barker and Jones; Council Members Gareau, Tallon, <br />Orlowski, Miller, and Council President Kennedy; Directors Limpert, Thomas, Copfer, <br />and Dubelko. On the agenda was Ordinance 2007-133, an ordinance amending Sections <br />901.04 and 901.05 of Chapter 901 "Excavations" of the Streets, Utilities and Public <br />Services Code, respectively entitled "Contractor To Make Street Repairs; Failure To <br />Comply" and "Deduction And Refund" in order to regulate right-of--way excavation <br />deposits and restoration by private contractors not affiliated with public utilities or <br />communication companies. She and Councilman Gareau had sponsored this legislation <br />after viewing projects that were not done satisfactorily. For example, Emerald Village <br />and the new homes built on Barton Road. When these projects were done, our city streets <br />were opened up, but a less than stellar job was done patching them back together. When <br />the streets are not properly repaired, our city has to come up with the funds to go over a <br />job that was poorly done. This legislation would give more authority to the Service <br />Director and the City Engineer to enforce standards of restoration and also retain deposits <br />so that these companies would guarantee proper restoration of our city streets. The <br />Service Director said that the administration is working on this angle in previously <br />introduced legislation and hopefully these two issues can be combined into one piece of <br />legislation. The committee voted unanimously to hold the ordinance in committee. The <br />meeting ended at 8:07 p.m. <br />LETTERS AND COMMUNICATIONS <br />At the request of Joanne Botson, a letter which she sent to Recreation Commissioner <br />DiSalvo was read: "Dear Mr. DiSalvo: I've been attending the Deep Water Aerobics <br />classes at the North Olmsted Rec Center for over 6 years. Tom has been attending for 15; <br />Sara for 11, Ellen for longer than I have. I attend because I have arthritis and water <br />exercising was suggested by my doctor as a way to keep fit painlessly. It works. I look <br />forward to it every Tuesday and Thursday evening. Most of the regulars in the class also <br />attend for health reasons. For years we had relatively quiet, enjoyable classes with a <br />water aerobics class at each end of the pool. Lately, it's been very disruptive with lap <br />swimmers and what seems like hundreds of screaming, yelping kids taking lessons. We <br />complained among ourselves, because we TAX PAYING CITIZENS of North Olmsted <br />and the classes were therapeutic and convenient, we closed our ears and kept on <br />swimming.
