Council Minutes of 11/7/200'7 <br />Tallon moved for suspension of the rules requiring three readings and committee review <br />noting it had been discussed in caucus. The motion was seconded by Councilman Ryan <br />and passed unanimously. Councilman Tallon moved for adoption. The motion was <br />seconded by Councilman Ryan and passed unanimously. Resolution No. 2007-129 <br />adopted. <br />Resolution No. 2007-130 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into an <br />agreement with the City of Bedford Heights, providing for the said city to house North <br />Olmsted prisoners at the Bedford Heights City Jail, and declaring an emergency. <br />Ordinance No. 2007-131 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance extending the temporary moratorium on the issuance of public right-of--way <br />permits to service providers and declaring an emergency. Councilman Tallon moved for <br />suspension of the rules requiring three readings and committee review. The motion was <br />seconded by Councilman Miller and passed unanimously. Councilman Tallon moved for <br />adoption. The motion was seconded by Councilman Miller and passed unanimously. <br />Ordinance No. 2007-131 adopted. <br />Resolution No. 2007-132 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution supporting the preservation of customer choice through Ohio Electric <br />Govenunental Aggregation. <br />Ordinance No. 2007-133 was introduced and placed on first reading by Councilman <br />Gareau on behalf of himself and Council Member Dailey Jones. An ordinance amending <br />Sections 901.04 and 901.05 of Chapter 901 (Excavations) of the Streets, Utilities and <br />Public Services Code, respectively entitled "Contractor To Make Street Repairs; Failure <br />To Comply" and "Deduction And Refund" in order to regulate right-of--way excavation <br />deposits and restoration by private contractors not affiliated with public utilities or <br />communication companies. <br />Ordinance No. 2007-1.34 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance creating new Section 131.02 of the Administrative Code, entitled <br />"Authority to Accept Donations," in order to authorize the Mayor to accept certain <br />donations on behalf of the city. <br />Ordinance No. 2007-135 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Section 1 of Ordinance No. 2002-103 in order to authorize the <br />Mayor or his designee to utilize the services of collection agencies to more effectively <br />collect EMS billing delinquent accounts. <br />MISCELLANEOUS BUSINESS <br />Councilman Tallon scheduled a Finance Committee meeting for 7 p.m. on Tuesday, <br />November 13, to discuss Ordinances 2007-127, 2007-128, and 2007-134.
