<br /> <br />NORTH OLMSTED CITY COUNCIL <br />MINUTES OF THE PUBLIC HEARING <br />OCTOBER 2, 2007 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, <br />Dailey Jones, Orlowski. Councilman Miller arrived at 7:05 p.m. <br />Also Present: Clerk of Council Seman <br />President of Council Kennedy called the public hearing to order at 7:02 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />President Kennedy announced the public hearing was being held in regards to Ordinance <br />No. 2007-103, an ordinance amending Sections 1115.06 and 1139.01 of the North Olmsted <br />Zoning Code in order to limit the location of correctional facilities to the city's General Retail <br />Business District. <br />AUDIENCE PARTICIPATION <br />1) Jim Burns, North Olmsted Chamber of Commerce, 25045 Lorain Road. The Chamber has no <br />problem with limiting correctional facilities in residential districts, but it does have a problem <br />with putting them into a retail district. The retail districts are the most heavily populated and <br />most heavily trafficked areas in the city. The legislation speaks about the safety of residents. <br />Housing people who may have been involved in domestic violence, DUI violations, etc. in an <br />area of shopping centers, restaurants, bars or other facilities lets them have access to places <br />where there is temptation and where they shouldn't be. The Chamber suggests industrial or <br />limited industrial areas as a safer alternative. <br />2) Dennis Lambert, 25057 Carey Lane, suggested a new zoning be created for this purpose. The <br />use of a retail district is absolutely adumping-off ground. The city can't stand to have any more <br />loss of retail tax dollars. The best use of land is retail use of land, commercial use of land. To <br />rezone it to anon-taxable use like the library will hurt the city and the schools. He is totally <br />against using the retail district for anon-tax generating use. <br />As there were no further comments, President Kennedy adjourned the public hearing at 7:07 p.m. <br />'~^ a ~i,.l ,f f , ,y ~ <br />_ ~ ~t <br />axbara L.
