Council Minutes of 10/2/2007 <br />superintendents. Ms. Dubsky fits right in with that group. She gave a really nice speech, <br />and he thinks the schools are in good hands. <br />2) September 21, he provided advice to Councilman Orlowski regarding a public records <br />request. <br />3) September 24, he reviewed the Attorney General's new model public records policy <br />for municipal corporations and worked with the Human Resources Dept. to put together a <br />model policy for the City of North Olmsted. The state bill is HB9 which became <br />effective on September 29. City Council should be aware of its provisions as it affects <br />public records that are generated by members of City Council. <br />4) Also on September 24, completed putting together outside counsel packets to issue <br />RFP's for the outside counsel for the next two years. <br />5) September 24, conducted a review at request of the Finance Director in changes in <br />HB694, which is the public contractor campaign limits law. He has been working with <br />the Finance Director over the last couple of weeks to make sure that our local processes <br />meet that state law as recently amended by the General Assembly. <br />6) Provided advice to Councilwoman Nicole Dailey Jones and had correspondence with <br />the City Prosecutor regarding the noise violation issued to Alexander's Restaurant. <br />7) Reviewed a Civil Service memo that was issued by Asst. Law Director Brian <br />O'Malley regarding appropriate procedure before the Civil Service Commission on <br />layoffs in the administration. <br />8) September 27, provided a formal memo, under attorney-client privilege, to City <br />Council regarding proposed settlement of the Kovacic case. <br />9) Issued Legal Opinion 2007-8 which dealt with the subject of written communications <br />becoming part of the Council record. <br />10) October 1, provided some responses to City Council regarding questions raised at a <br />committee meeting regarding SB 117, the new telecommunications law. <br />11) Litigation report. In the case of Szarka Trustees v. North Olmsted Board of Zoning <br />Appeals, on September 20, the city filed a brief in opposition to the appellant's brief. <br />The appellant's reply brief is now due on October 20. In the case of Nancy Kovacic, <br />tomorrow is the scheduled mediation in that case and he will be attending on behalf of the <br />city. City of North Olmsted v. Scott Kaberna, engineering violations under Sections <br />919.03 and 931.12, set for apre-trial on October 2. <br />12) City prosecution report for the month of September: 193 cases handled by Prosecutor <br />Mike Gordillo, 74 were General Offenses cases, the balance were Traffic Code cases. <br />One trial; one conviction. <br />13) Asst. Law Director Carole Heyward reports that she has completed her draft of the <br />real property maintenance code initiative, which the Law Dept. intends to present to the <br />administration for its consideration-both from implementing and also from impacting <br />on the city budget for next year. <br />Finance Director Copfer: 1) Participated in the city Record's Commission meeting on <br />September 19`". Many of the divisions, including the Clerk of Council, turned in their <br />drafts of the RC-2 records retention policy for the commission's review. <br />2) Worked with Springvale on reducing their budget to meet their estimated revenue <br />revisions. At a minimum, we are looking at $50,000. <br />3 <br />
