Council Minutes of 10/2/2007 <br /> <br />2) Councilman Tallon continued with the Finance Committee report: <br />• Ordinance 2007-106, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2007. Director Copfer gave an overview of the ordinance and then <br />asked the ordinance be amended in the amount of $3,610 in the Sewer Revenue <br />Fund. The committee voted unanimously to recommend approval of Ordinance <br />2007-106, as amended, to Council and for passage under suspension of the rule. <br />Since then, there has been another request to amend Ordinance 2007-106. It is a <br />$6,000 change in the ordinance in the Recreation Dept. for the repair and upkeep <br />of Diamond No. 1. The total amount of the $6,000 is being donated by the Hot <br />Stove baseball organization and the North Olmsted School District. The donated <br />amount of $6,000 (funds and in kind services) will be placed in the Endowment <br />and Grant Fund in the Division of Parks & Recreation Materials and Supplies. <br />Councilman Tallon made a motion to amend Ordinance 2007-106 to include the <br />amendment that was approved in committee and also the amendment to include <br />the $6,000 for the Recreation Dept. in the Endowment and Grant Fund. The <br />motion was seconded by Councilman Ryan and passed unanimously. <br />Councilman Orlowski, member of the Intra-Governmental Relations Committee, reported <br />on behalf of chairperson Ryan: 1) The committee met on September 25, 2007 and was <br />chaired by Councilman Orlowski. In attendance were committee members Jones and <br />Orlowski; Council Members Barker, Gareau, Miller and Tallon; Law Director Dubelko, <br />Service Director Limpert and guests. Agenda items included: <br />• Ordinance 2007-108, a resolution authorizing the Mayor to enter into an <br />intergovernmental agreement with the Cuyahoga County Solid Waste <br />Management District in order to participate in the district's program to collect and <br />sell recyclables in the marketplace. Currently, the City of North Olmsted <br />contracts with Caraustar Recovered Fiber Plant on Vega Avenue to provide a <br />dumpster for collection of newspapers, mixed paper and cardboard. Caraustar <br />removes the dumpster when it is full, empties the dumpster and returns the <br />dumpster to the Service Dept. lot. The city is charged $120 per trip and receives <br />no credit for the quantity of cardboard delivered. On average, there are two trips <br />per month, so the city is paying approximately $240 per month or approximately <br />$2,880 per year to remove the recyclable material. By joining the Cuyahoga <br />County Solid Waste District's program for recyclable wastes, a city truck will be <br />used to haul the dumpster provided by Caraustar to the recyclable yard on Vega <br />Avenue. The contents will be unloaded and a city truck will return the dumpster <br />to the service yard in North Olmsted. The city will receive $40 per ton of <br />recyclable material. This will allow the city more control over removing a full <br />dumpster and possibly provide a small sum to offset the cost of this program. <br />Congratulations to Shaun Solomon and the Service Director for working on this <br />project. A question posed to the Service Director concerned the cost to the city to <br />haul and dump the dumpster at Caraustar and return the dumpster to the service <br />yard.
