The two $68,000 fees should be placed in Exhibit II, at 2.11 and also <br />2.3. <br />Planning Director Wenger came forward and explained the difference in architecture and <br />engineering fees comes because R.C.U. was paid by the library to do schematic design <br />for the other components that were discussed in previous meetings. So, there already has <br />been some work done on the downstairs space, the fence and upstairs kids' area. But <br />because they would be starting from scratch, there needs to be a component built in for <br />schematic design. The City of North Olmsted is not paying for schematic design for the <br />other components, but we are for the outside addition of the pick-up area. Therefore, <br />that's the differential in the fees. For that one component, $15,000 is the correct number <br />for their fees for the addition of the pick-up window. The total fee will be $73,000 for <br />architecture and engineering for all the components Council wishes to include. <br />Councilman Tallon questioned the need for schematic designs as we aren't asking them <br />to give us a rendering. We're asking them to incorporate it into the designs that they <br />already have. Ms. Wenger said there is a several step process to any construction project: <br />schematic design, design development and construction documents, bidding and then <br />construction administration. They've already been through the first phase for every other <br />element. They have not for this. Mr. Tallon asked if she was willing to accept a double <br />cost for that? Ms. Wenger said absolutely. Mr. Tallon said his recommendation is that <br />the architectural fees should be the same as the other portion. Also, that the total amount <br />is not to exceed $68,000 (his figure-but, whatever is fair) should be inserted into Exhibit <br />II (Method of Payment) in two places. <br />Councilman Gareau made a motion to amend Ordinance No. 2007-99: (1) The title will <br />read, "An ordinance dispensing with a formal RFP process and authorizing the Mayor to <br />enter into an agreement with R.C.U. Architects, Inc. to provide architectural design <br />services for the North Olmsted Branch Library improvement project and declaring an <br />emergency as amended"; (2) Add a Whereas clause, "Whereas, after committee review, <br />the Council desires to expand the contract for services to R.C.U. to include design <br />services for apick-up window addition, which will be reflected in the professional <br />services agreement entered into between the city and R.C.U.; (3) Section 1 will end with, <br />"which will include the design for apick-up window addition."; (4) A new and revised <br />Section 4, "That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and <br />for the further reason that the agreement must go into effect immediately so as to avoid <br />the potential financial penalties associated with arbitrage." Those are the amendments as <br />would appear on the face of Ordinance 2007-99. In addition, Councilman Gareau and <br />Councilman Tallon agreed that the attached contract (in the Method of Payment exhibit) <br />should reflect that the costs shall not exceed that which was originally proposed plus the <br />$15,000 for the window. The motion was seconded by Councilman Miller and passed <br />unanimously. <br />7 <br />
