Council Minutes of 10/2/2007 <br />~; <br />L'' <br />District in order to participate in the district's program to collect and sell <br />recyclables in the marketplace. In this matter, Mr. Limpert indicated the concept <br />of this was brought to him by Shaun Solomon. Right now, we pay roughly thirty- <br />six hundred dollars a year to haul cardboard from our city site. At times, we can't <br />get it hauled away quick enough when we need more space. Under this program, <br />instead of paying to have the cardboard hauled away by a trash hauler, we will be <br />hauling it ourselves and then receive funds for the value of those recycled <br />cardboards. It may result in a positive swing to as high as perhaps three thousand <br />dollars. The committee unanimously recommended it. <br />2) Councilman Miller moved to amend Ordinance 2006-179 consistent with the version <br />before Council at this time. The motion was seconded by Councilman Gareau and passed <br />unanimously. <br />Councilman Gareau, chairperson of the BZD Committee, noted Walters Advanced <br />Dentistry was still in committee. He has not received any communication from them by <br />way of additional information requesting Council proceed with that. The record should <br />reflect the burden was put upon Dr. Walters to bring forward his response to the last <br />meeting. <br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on <br />Wednesday, September 25. In attendance were all of Council; Finance Director Copfer, <br />Service Director Limpert, Ms. Tracy Strobel the Deputy Director of the Cuyahoga <br />County Library, and guests. Agenda items included: <br />• Ordinance 2007-99, an ordinance dispensing with the formal RFP process and <br />authorizing the Mayor to enter into an agreement with R.C.U. Architects, Inc. to <br />provide architectural design services for the North Olmsted Library Branch <br />improvement project. In the discussion, the chairman asked two questions: Why <br />wasn't Council made aware of the upcoming levy issue to be voted on in 2008? <br />Could the levy money be used for the proposed changes to the library? Ms. <br />Strobel answered the first by saying the issue is no secret because it had been <br />written up in magazines. But Council was never told of it. It was never brought <br />out at the meeting. The second answer was that the money from this issue could <br />be used for the library. The allocations would be based on a county-wide priority. <br />Assuming that our library is only three years old, we may not get any funds. A <br />committee motion was made and seconded to recommend to Council passage of <br />Ordinance 2007-99. In the motion, a recommendation for adrive-through <br />window was included. However, a cost estimate was needed for that, and that <br />was given today. (Councilman Gareau requested that he make the motion to <br />amend the ordinance, and Councilman Tallon agreed.) Councilman Tallon felt <br />there was a mistake in the information as it lists the construction cost estimate at <br />$85,000, and the architectural cost at $15,000. He felt that should be $8,500 <br />instead of $15,000 as the agreement is 10% proposed professional fee. The total <br />cost of the project would be $665,000, and the total architectural fees would be <br />6 <br /> <br />
