Council Minutes of 9/18/2007 <br />Kennedy realized there had been a motion and second already on the floor (Mr. Gareau's <br />motion) and attempted to return to it. Law Director Dubelko noted that under the Rules <br />of Council a motion to adjourn is the highest precedence and takes precedence over <br />another motion. Councilman Ryan stated, according to Robert's Rules, a motion to <br />adjourn in the only motion that goes above every other motion that is made. The <br />majority of Council can choose to adjourn at any time. President Kennedy called for a <br />roll call on the motion to adjourn. Roll call: Ryan, yes; Miller, yes; Barker, no; Gareau, <br />no, with comment and explanation that a member of Council submitted a document that <br />some may have not seen, that the public certainly hasn't seen, that deals with a topic that <br />we're not aware o£ It now becomes a formal part of the record that people 50 years from <br />now will read, and he simply asks Council to not allow it to go in without actually <br />reading it into the record. We have a motion to adjourn instead of an actual discussion on <br />the motion. That is unprecedented. He recalled a situation where Mrs. Copfer had to <br />read something into the minutes in order for it to be included in the record. To those who <br />had not yet voted, he suggested they vote no and it simply be read into the record. He <br />noted, since there is not a rule to allow Mr. Ryan to do what he did, it still isn't in the <br />record. His vote is no. Roll call continued: Jones, no; Orlowski, yes; Tallon, yes. The <br />motion to adjourn passed with four yes votes and three no votes. <br />President Kennedy adjourned the meeting at 9:20 p.m. <br />11 <br /> <br />
