Council Minutes of 9/18/2007 <br />Ordinance No. 2007-104 introduced by Mayor O'Grady was given its second reading. <br />An ordinance authorizing the Mayor to enter into a contract for the deposit of public <br />monies with Citizens Bank designated by Council as an additional depository for the <br />active and interim deposits of the city. Councilman Tallon moved for suspension of the <br />rule requiring three readings. The motion was seconded by Councilman Ryan and passed <br />unanimously. Councilman Tallon moved for adoption. The motion was seconded by <br />Councilman Ryan and passed unanimously. Ordinance No. 2007-104 adopted. <br />Ordinance No. 2007-105 introduced by Mayor O'Grady was given its second reading. <br />An ordinance determining the video service provider fee to be paid by a video service <br />provider offering video service in the city pursuant to a state authorization; and <br />authorizing the Mayor to give notice to the video service provider of the provider fee; and <br />declaring an emergency. Councilman Tallon moved for suspension of the rule requiring <br />three readings. The motion was seconded by Councilman Ryan and passed unanimously. <br />Councilman Tallon moved for adoption. The motion was seconded by Councilman Ryan <br />and passed unanimously Ordinance No. 2007-105 adopted. <br />Ordinance No. 2007-106 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2007. <br />Ordinance No. 2007-107 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance declaring a moratorium on the issuance of public right-of--way permits to <br />service providers as specified in this ordinance, and declaring an emergency. <br />Councilman Tallon moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Tallon moved for adoption, and the motion was seconded by <br />Councilman Barker. Roll call: Tallon, yes; Barker, yes; Gareau, yes; Ryan, no; <br />Orlowski, yes; Miller, yes; Jones, yes. The motion passed with six yes votes and one no <br />vote. <br />Resolution No. 2007-108 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into an intergovernmental agreement with the <br />Cuyahoga County Solid Waste Management District in order to participate in the <br />district's program to collect and sell recyclables in the marketplace. <br />Resolution No. 2007-109 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution accepting a Fair Housing Capacity Building Grant from the U. S. <br />Department of Housing and Urban Development ("HUD"), authorizing the Mayor to <br />enter into a cooperative agreement with HUD providing for the receipt and expenditure <br />of funds from said grant, and declaring an emergency. Council Member Dailey Jones <br />moved for suspension of the rules requiring three readings and committee review. The <br />motion was seconded by Councilman Barker and passed unanimously.
