Council Minutes of 9/4/2007 <br /> <br />• There was a fire at the Jamestown Apartments Saturday evening. Due to <br />professionalism of our safety forces, there were no injuries to the residents or to <br />the respondents. <br />• North Olmsted Police Department has received a video detective system and <br />training on that system from the federal government. This equipment and training <br />were awarded through the Commercial Equipment Direct Assistance Program and <br />funded by the Department of Homeland Security. The equipment will allow our <br />department to enhance and clarify video images. <br />• Asphalt overlay and recycling projects are nearing completion. Currently, <br />Andrus, Whitethorn, Lucydale and Kennedy Ridge are getting the final coats. <br />• Administration will present an overview of the rate and operation study to <br />Council's Committee-of--the-Whole next Tuesday at 7 p.m. All are welcome to <br />attend that presentation. <br />6) Under legislation to be considered today is Ordinance 2007-93. This is the fourth <br />month of the administration's efforts to secure support from Council with regard to this <br />safety issue. Believes this matter has been handled poorly by select members of City <br />Council to the extent that for the first time in years a minority report was filed calling <br />upon the dissenting members of Council to support this safety issue. His administration <br />has met repeatedly on this issue. He asks that the legislation, which the Safety Director, <br />Fire Chief and Assistant Fire Chief has said is needed to assure the safety of our citizens, <br />is passed. <br />Law Director: 1) He has seen the emergency order that Gov. Strickland issued on <br />electronic amusement machines and the subsequent amendments to the consumer sales <br />practice act regulations that Attorney General Dann has issued. There already is <br />litigation with respect to the Tic Tac Fruit machines. He is aware of all of those orders <br />and the litigation and is providing advice to the administration to work in conjunction <br />with what is going on at the state level. The Governor and the Attorney General are <br />attempting to eliminate these machines that pay out so much and really have some <br />element of chance in addition to whatever little skill is involved in the machines. The <br />advice he is trying to provide to the administration is to support the Governor and <br />Attorney General's initiative which is being directed at liquor permit holders. We will <br />take action against the non-liquor permit holders with respect to the machines. <br />2) Regarding Suburban Auto, we did get back a report from our expert which has raised <br />some questions regarding the report of Suburban Auto's expert. He is going to confer <br />with Suburban's attorney and also probably get the two experts together to see if we can <br />resolve some of the language in each report. Hopefully, he will have a report at the next <br />City Council meeting. <br />3) Prosecutor Mike Gordillo's report: 193 cases handled in August; 73 General Offenses; <br />123 Traffic; 1 trial and 1 conviction. <br />Finance Director Copfer: 1) Received notice from the county, and forwarded a copy to <br />all of Council and the directors, that based on the funding formula of local government <br />funds in 2008, we will be receiving approximately $163,000 less for a total of <br />$1,197,798.47. This all goes to the General Fund currently, so it will be a loss in 2008 of <br />funds that were projected to go into the General Fund. <br />3 <br />
