Council Minutes of 9/4/2007 <br /> <br />Finance Director Copfer, Law Director Dubelko, Service Director Limpert, Planning <br />Director Wenger; guests. Agenda items: <br />• Resolution 2007-80, a resolution adopting the alternative tax budget of the City of <br />North Olmsted for the fiscal year beginning January 1, 2008, and submitting the <br />same to the County Auditor, and declaring an emergency. After a brief discussion <br />and the reports by the Finance Director and the chairman of the Finance <br />Committee, the committee unanimously recommended passage by Council. <br />• Ordinance 2007-99, an ordinance dispensing with a formal RFP process and <br />authorizing the Mayor to enter into an agreement with R.C.U. Architects, Inc. to <br />provide architectural design services for the North Olmsted branch library <br />improvement project. Opening remarks by the committee chairman explained <br />that there were two options that the committee would review. One was using <br />approximately $954,000 to pay down part of the debt service. The other was to <br />provide funding to hire an architect for an improvement project for the North <br />Olmsted branch library with the total funding of the project to come at a later date <br />in ordinance form. The total funding of the project was estimated at $580,000. <br />The Planning Director gave a brief overview of the improvement project, and the <br />representative of R.C.U. Architects, Inc. made a presentation. After the <br />presentation, a lengthy discussion took place with input from the local library <br />administration, the county library administration, the North Olmsted Preschool <br />P.T.A., and the North Olmsted City Schools. Councilman Tallon recommended <br />inserting the number $58,000 in paragraph 2.1.1 in Exhibit 2 of Exhibit A, and <br />also in Section 2.3 of the same exhibit. The committee unanimously <br />recommended passage of Ordinance 2007-99 to Council. <br />• Ordinance 2007-101, an ordinance authorizing the Director of Law to request <br />proposals from attorneys and law firms to provide outside legal services for the <br />years 2008-2009; and further authorizing the Mayor subject to approval of the <br />Board of Control, to enter into an agreement with the attorneys and/or law firms <br />selected in the RFP process. This ordinance is a repeat of an ordinance that was <br />passed about a year and a half ago. After a brief presentation by the Law <br />Director, the committee unanimously recommended passage by Council under <br />suspension of the rule. <br />• Due to the lateness of the hour, the committee unanimously voted to hold <br />Ordinance 2007-68 in committee. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met on August 30 at 7 p.m. Present were committee members and Mayor <br />O'Grady. Agenda items: <br />• Ordinance 2007-96. There was a long discussion on the legislation, and Mayor <br />O'Grady provided input on the legislation and gave some good, careful <br />consideration on it. (Council voted this evening to return the legislation to <br />committee for further review.) <br />• Ordinance 2007-102, which creates new Chapter 174 regarding a Job Creation <br />Grant Program.
