Council Minutes of 8/21/2007 <br /> <br />contract to sell the real property. The committee reviewed the resolution, and <br />after discussion, voted 2-0 to recommend to Council the passage of Resolution <br />2007- 89. Tonight in caucus the Planning Director asked for suspension on this <br />item so that we could move it along. There were no objections. <br />• Resolution 2007-92, a resolution authorizing the Director of Human Resources to <br />advertise for bids for comprehensive municipal liability, automotive liability and <br />physical damage, public officials errors and omissions, police professional <br />liability, property, inland marine, boiler and machinery, broad form crime, EDP, <br />umbrella, liquor liability and other various insurance coverage required by the <br />City of North Olmsted, as a package, and authorizing the Mayor to enter into a <br />contract for said insurance package with the lowest and best bidder, and subject to <br />approval by the Board of Control. Director Farver gave a review of the <br />resolution. After discussion, the committee voted 2-0 to recommend to Council <br />passage of Resolution 2007-92. <br />• Ordinance 2007-68, a personal service contracts ordinance, which was not <br />discussed but held in committee because of the lateness of the hour. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee meta 7 p.m. this evening, August 21. Present were committee members Jones, <br />Orlowski and Ryan. Agenda items included the following: <br />• Appointment by the Mayor of Kevin Kearney to the Community Life Services <br />Advisory Board to complete the term of Frank O'Dell. Mr. Kearney was <br />present, and the committee had the opportunity to interview him. It appears <br />the Mayor has made an excellent choice in filling this position. After <br />discussion, the committee voted to approve Mr. Kearney for the CLS <br />Advisory Board. Councilman Ryan moved that Council approve the <br />appointment of Kevin Kearney to the Community Life Service Advisory <br />Board to complete the term of Frank O'Dell ending 12/31/08. The motion <br />was seconded by Councilman Miller and passed unanimously. (Mr. Kearney <br />was recognized by all.) <br />• Ordinance 2007-86, an ordinance amending Section 109.02 of the <br />Administrative Code, "Public Meetings," in order to provide for the Law <br />Dept. legal secretary to provide clerical support to the Fair Housing Review <br />Board. Law Director Dubelko was present and addressed the issue and <br />expressed very clearly why there was a need for this. He indicated he was <br />willing to work this within his budget and indicated the fair housing grant <br />probably would cover the vast majority. He did not express any concern that <br />this would cause a significant increase or any difficult or impact on his <br />budget. He also indicated, if there was any type of problem with that in the <br />future, he would come back to Council to address it. The committee voted 3-0 <br />to recommend passage to Council. <br />• Resolution 2007-90, authorizing the Administrator of the Division of Aging to <br />apply for federal Title III program grant funds for fiscal year 2008; further <br />authorizing the Mayor, if the application is granted, to enter into an agreement <br />with the Western Reserve Area Office on Aging to accept said grant funds. <br />13 <br />
