Council Minutes of 8/21/2007 <br /> <br />Mayor O'Grady was in attendance and indicated he felt very strongly towards <br />this legislation; he felt it was a good and excellent way to look after our older <br />citizens. There was a presentation by John Dailey who felt very strongly <br />towards it. The committee voted 3-0 to recommend passage to Council. <br />Councilman Barker, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) The committee met on Tuesday, August 14. In attendance were <br />Committee members Barker, Gareau and Dailey Jones; Council members Miller, <br />Orlowski and President Kennedy; Law Director Dubelko and Community Life Services <br />Director Dailey. Agenda items included the following: <br />• Ordinance 2007-91, an Ordinance authorizing the Mayor to renew the contract <br />between the city and Karrie Skall Tipton for the provision of professional <br />gymnastics instruction services at the North Olmsted Recreation Center for an <br />additional 2 years and declaring an emergency. This is a renewal with a few <br />verbiage changes. Ms. Tipton has been working with the Recreation Center since <br />about 1999 and her program has been very successful. Everyone is happy with her <br />program and the continuation of this program is not a problem with anyone. <br />Comments by Mr. Miller and Mr. Kennedy were her program is a very good one <br />and Mr. Kennedy's girls participate in the program and love Ms. Tipton. The <br />committee voted 3-0 to recommend approval to Council. <br />• Ordinance 2007-84, an ordinance amending sections 1, 2 and 3 of Ordinance <br />2003-22, as amended by Ordinance 2004-175, in order to authorize the Springvale <br />Facility manager to charge costs only for City-Sponsored events held at the <br />Springvale Golf course and /or the Ballroom Facility. There was quite a lot of <br />discussion on exactly what "cost" is. Is it just food or are wages, debt service, <br />utilities and maintenance included? If a meal were $24, what would be the actual <br />cost for that meal? Those questions at this time could not be answered. Other <br />comments were if the facility isn't booked solid then to start charging cost <br />wouldn't be a great idea. Over the past years due to bad weather or slow down in <br />the economy, the administration and Council has had to decide to waive <br />administration fees or actually kick in money from the General Fund to take care <br />of business. Members of the committee and other Council members agree that <br />charitable organizations such as DARE, Senior Fest, Mayor's Ball and the <br />Christmas Tree Lighting ceremony are a few examples of organizations that are <br />worthy of receiving a discount. Mr. Miller suggested that, during the budget <br />process, the administration could determine which city-sponsored events should <br />receive discounts and set aside in a line item that would donate funding to those <br />different organizations in the amount of $200 to $500. This way it would help <br />defray the cost of having the event at Springvale. Although it would be a shame to <br />lose these city-sponsored events to other locations, it is the opinion of this <br />committee and the attending members of Council that discounting charges to city- <br />sponsored events is not a good idea at this time. The committee voted 3-0 to not <br />recommend approval to Council.. <br />14 <br />
